    • JAMAICA SOCIAL INVESTMENT FUND ISO 14001:2004 CERTIFIED “Investing for Community Development” REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY FIRM TO PROVIDE FORMULATION/DESIGN & SUPERVISION SERVICES FOR CONSTRUCTION OF FIRE STATION AND DORMITORY LOCATED IN YALLAHS, ST. THOMAS (# 073524) Loan No. 8581-1M 1. Background The Jamaica Social Investment Fund (JSIF) was established in 1996 as a component of the Government of Jamaica’s strategy to reduce poverty. The Fund promotes, appraises, finances and supervises social and economic infrastructure projects, including schools, roads, agro-processing, water, sanitation, health centres, community centres, homes for children and the elderly, as well as, vocational skills training, counselling, parenting, life education and organizational strengthening. The Government of Jamaica has received a loan from the World Bank towards the cost of the JAMAICA DISASTER VULNERABILITY REDUCTION PROJECT (JDVRP). The Jamaica Social Investment Fund as the executing agency in collaboration with the Ministry of Local Government and Community Development and the Jamaica Fire Brigade; intends to apply part of the proceeds of this loan to cover payments under this contract. 2. Scope of Work The project includes provision of design review and recommendations to enhance the architectural layout, schematic designs and further development of drawings for proposed two-storey (approximately 567 sq metres) building comprising a Fire Station with engine bays and dormitory to include the civil works with full structural designs, construction documents, assistance obtaining St. Thomas Parish Council’s and any other regulatory agency approvals, and provision of construction supervision and contract management, as well as closeout phase services. Qualification and Experience Interested Consultancy Firms should provide information demonstrating that they have the required qualification and relevant experience to perform the services. The criteria for shortlisting are as follows:  Organizational Capacity  Firms should submit documentation to show that they have been established and is in operation  Firms should be able to field a team of experts comprising Architect/Project Manager; Structural Engineer; Civil Engineer; Mechanical, electrical & Plumbing (MEP); Quantity Surveyor and Clerk of Works. The team should have the requisite qualification and experience as detailed in the Terms of Reference.  General Experience  Firms should demonstrate prior experience that they have undertaken developmental projects (i.e. designed, supervised and managed infrastructure projects especially in the area of emergency services facilities)  Specific Experience  Firms should demonstrate prior experience that they have undertaken design and supervision of major civil works projects (i.e. buildings, water, road, sanitation/sewage) 4. Duration of Contract The Contract will be prepared for a period of Twenty-Seven (27) months (inclusive of 6 months defects liability period). Ministry of Local Government & Community Development 5. Selection Method A Consultancy Firm will be selected using the Consultant Qualification Selection (CQS) method in accordance with the procedures set out in the World Bank Guidelines for the Selection and Employment of Consultants (Revised January 2011), and the Government of Jamaica Handbook of Public Sector Procedures (Revised March 13, 2014), volume 3 of 4 Procedures for the Procurement of Consulting Services.
