The renovation company Sirkula IKS shall develop a resource recovery park at Gålåsholmen. Gålåsholmen is located on the border between Hamar and Ringsaker kommune in Hedmark fylke. The resource recovery park shall consist of a new recycling station including buildings for hazardous waste, administration building for Sirkula IKS and a building for reuse services, as well as development of the outdoor areas. The project shall be executed as an interaction contract, divided into 2 phases — a project development phase and an interaction phase.

II.2.4)Description of the procurement:
The project shall be executed as an interaction contract, divided into two phases. Phases — a project development phase and an interaction phase (execution phase). In the project development phase, the interaction contractor shall assist the Contractor to further develop the project within given limits (economic and technical) up to the arranged target price and construction schedule. The interaction contractor shall assist the Contractor with developing reports in accordance with the adopted milestone plan and commit to the agreed quality (description of delivery) and binding target price with associated guaranteed maximum price (GMP). During the implementation phase, interaction will take place beyond what is a traditional turnkey contract, however, the general contract terms are based on NS 8407. The interaction model is demanding and there sets high standards for the parties interaction ability, the interaction contractor's project management and implementation ability. This is to safeguard the Contractor's wishes and needs both in project development and the implementation phase. A provision contract cost is estimated to be 140 000 000 NOK excluding VAT.
