      7.. Contract description:
      This project will focus on: i) improving the quality of modelling tools developed by national modelling teams in developing countries regarding the mitigation of greenhouse gas emissions; as well as ii) improving in general the knowledge of how action in economies representing a large share of global emissions, such as those included in the G20, relates to global low-carbon pathways.

      As countries prepare for implementation of their nationally determined contributions pledged under the Paris Agreement as well as policy alignment with the sustainable development goals, improving in-country modelling capacities becomes an imperative for development cooperation. This is also highly relevant for preparing for the development of mid-century strategies as invited under the Paris Agreement.

      The main objectives of the contract are:

      i) to allow in-country participants from developing countries (including rapidly emerging economies in the G20) to improve the tools for assessment of mitigation policies and strategies in their countries. This should include improvements such as a better reflection of national circumstances in these mitigation models; and better capacity to model inter-linkages between the energy sector, agriculture, land use, other greenhouse gas emitting sectors. This does not need to be limited to climate change mitigation but can also address its interactions with other developing goals. This should improve participants' abilities to conduct modelling in support of their countries' climate policies and goals, in particular related to the development and implementation of nationally determined contributions and mid-century strategies under the Paris Agreement;

      ii) to assess the potential for, and progress in, global climate change mitigation and low greenhouse emission development pathways, incorporating insights from the national modelling teams. The project therefore should allow in-country participants not only from developing countries, but also from other G20 countries to exchange expertise and insights regarding national-level modelling tools and how their assessments relate to global low-carbon pathway scenarios. This should also include teams with expertise in climate change mitigation modelling projections at a global scale. In addition to the modelling conducted by the contractor, the project will also make use of global and EU modelling runs provided by the Joint Research Centre, where appropriate.

      The modelling work under this contract will be guided by a steering committee consisting of representatives from the European Commission.

      11.. Eligibility:
      Participation is open to all legal persons (participating either individually or in a grouping — consortium — of tenderers) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed (see item 29 below). Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.

      Participation is also extended to all natural persons who are nationals of, or legal persons who are established in, a G20 country (for this project, non-EU members of the G20 are considered to be Argentina, Australia, Brazil, Canada, China, India, Indonesia, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, United States of America. All G20 members are eligible to participate, however candidates from Australia, Canada, Japan, Russia, Saudi Arabia, South Korea and the United States of America can participate as partners to a consortium, not as leading the consortium.)

      12.. Candidature:
      All eligible natural and legal persons (as per item 11 above) or groupings of such persons (consortia) may apply.

      A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e., the leader and all other members) are jointly and severally liable to the contracting authority.

      The participation of an ineligible natural or legal person (as per item 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.

      13.. Number of applications:
      No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as a leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than 1 application, all applications in which that person has participated will be excluded.

      14.. Shortlist alliances prohibited:
      Any tenders received from tenderers comprising firms other than those mentioned in the shortlisted application forms will be excluded from this restricted tender procedure unless prior approval from the contracting authority has been obtained (see ‘Practical Guide’ — PRAG 2.4.3). Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.

      15.. Grounds for exclusion:
      As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the PRAG.

      16.. Subcontracting:
      Subcontracting is allowed.

      17.. Number of candidates to be shortlisted:
      On the basis of the applications received, between 4 and 8 candidates will be invited to submit detailed tenders for this contract. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the contracting authority may invite the candidates who satisfy the criteria to submit a tender.

      Selection and award criteria


      21.. Selection criteria:
      Same criteria for legal and natural persons.

      The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole unless specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are subcontractors:

      1) Economic and financial capacity of candidate (based on item 3 of the application form). In the case of the candidate being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last 3 years for which accounts have been closed:

      • the average annual turnover of the candidate must exceed the annualised maximum budget of the contract (i.e. the maximum budget stated in the procurement notice divided by the initial contract duration in years, where this exceeds 1 year).

      2) Professional capacity of candidate (based on items 4 and 5 of the application form). The reference period which will be taken into account will be the last 5 years from the submission deadline:

      Criteria for legal and natural persons:

      1. at least 15 staff members in the candidate organisations have at least 2 years of experience in the field of economic modelling of projections of GHG emissions and mitigation policies. Relevant experience consists of: maintaining, developing and using the model to prepare model-based analysis for scientific purposes and/or for informing policymaking processes, and can be demonstrated by:

      • active contribution to internationally attended workshops/conferences and capacity-building projects related to climate change mitigation assessment using economic assessment models. For instance the annual meetings of the integrated assessment modelling consortium; and capacity-building projects focussed on model development to support the development of mitigation policies. Examples of such projects include collaborative international research projects supported under the EU's Horizon 2020 programme, and/or

      • being an author or having contributed to key publications of relevance to international or national climate policy development processes. International examples include the UNEP Emissions Gap report and Sustainable Energy for All tracking report. Examples of national publications should involve quantitative or policy analysis informing national mitigation plans, low-carbon development strategies, national communications to UNFCCC or national legislative frameworks regulating GHG emissions;

      3. at least 1 staff member of the candidate has the following team leader qualifications:

      qualifications and skills:

      — at least 5 years of professional experience in the field of climate action and greenhouse gas mitigation (as demonstrated by a list of collaborations, workshops, presentations or contributions to climate policy debates over this period),

      — excellent fluency in written and spoken English; preferably capacity to work in other languages of the beneficiary countries to steer the project activities; required ability to travel to beneficiary countries;

      general professional experience:

      — demonstrable capacity to efficiently manage a project that includes the use of economic modelling tools with a view of informing policymaking processes, to be demonstrated by experience with at least 2, and preferably more projects, with a minimum value of 300 000 EUR, within the past 5 years,

      — demonstrable capacity to efficiently manage a project involving multiple counterparts/teams, including from developing countries, to be proven by experience with at least 1, and preferably more projects, involving a team of at least 5 members, within the past 5 years,

      — demonstrable capacity to communicate in non-technical terms economic modelling findings to policymakers to be demonstrated by a list of recent collaborations, workshops, presentations or contributions to climate policy debates with partner countries;

      specific professional experience:

      — knowledge of and familiarity with energy and greenhouse gas (preferably also including land use, agriculture and air pollution policies) at an international scale and preferably also in more than 1 beneficiary country demonstrated by a selection of a few recent projects, publications or presentations demonstrating a good and strategic understanding of climate policy debates at global and regions levels, and of beneficiary countries' specific interests,

      — demonstrable experience in capacity building in developing countries, as regards any of the following (as demonstrated by a list of recent projects of this kind, and brief mention of the responsibility in the project):

      — model-based analysis of climate mitigation actions, and/or

      — monitoring, reporting and assessing GHG emission levels,

      — developing climate mitigation policies and measures, national mitigation actions and commitments to reduce greenhouse gas emissions;

      4. at least 1 staff member of the candidate has the following expert modeller qualifications:

      qualifications and skills:

      — at least 5 years of experience in maintaining, developing and using a global or regional economic model that can be used to assess climate mitigation policies (at least related to energy emissions but preferably including also other sectors and emissions such as land use and agriculture) that will be used in the project and is able to prepare model-based analysis for scientific purposes and for informing policymakers.

      The expert may demonstrate this experience by listing:

      — at least 2 recent peer-reviewed scientific publications related to this modelling work,

      — a short description of at least 1 research project involving the design or the use of such models, and its personal contribution to this project,

      — excellent fluency in written and spoken English; preferably capacity to work in the languages of the beneficiary countries; required ability to travel to beneficiary countries;

      professional experience:

      — demonstrable capacity to interact with other modellers in order to exchange information and best practice in order to improve modelling capacity related to climate change mitigation, demonstrated by experience with at least 2, and preferably more projects, within the past 5 years, preferably including modelling teams from developing countries,

      — demonstrable capacity to translate modelling output into recommendations for policymakers, preferably including recommendations related to beneficiary countries that are developing countries, demonstrated by publications related to (draft) regional or national mitigation plans, low-carbon development strategies, national communications to UNFCCC or national legislative frameworks regulating GHG emissions.

      3) Technical capacity of the candidate (based on items 5 and 6 of the application form). The reference period which will be taken into account will be the last 5 years from the submission deadline:

      Criteria for legal and natural persons:

      (a) the candidate has the capacity through economic modelling to project global greenhouse emissions. This should include not only CO2 emissions from the energy sector, but also global GHG emissions from other sources and sectors. The candidate has the capacity to analyse the mitigation potential and mitigation policies in different regions and sectors, and the related economic challenges and opportunities (e.g. investment flows in key sectors of the economy, macroeconomic effects).

      Capacity can be demonstrated by referring to at least 2 scientific publications or other technical documentation about developing or using bottom-up or top-down climate economic modelling approaches involving econometric, general equilibrium, partial equilibrium or integrated assessment modelling;

      (b) the candidate has the capacity to run a number of country specific modelling tools (for this criteria the EU and its Member States should be interpreted as 1 country) that project national greenhouse emissions that enable assessment of the mitigation potential and mitigation policies in those countries, and the related economic challenges and opportunities (e.g. investment flows in key sectors of the economy, macroeconomic effects). These country specific modelling tools should abide by the following additional criteria:

      i. maintenance of the country specific modelling tools is done in the country itself;

      ii. country specific models can include other countries or regions, but a focus should exist on 1 specific country within the model (this cannot be a region with the exception of the EU);

      iii. a country specific modelling tool must cover for that country CO2 emissions from the energy system, and preferably include additional gases and sectors;

      iv. the sum of non-EU emissions of the countries covered by national models should represent at least 40 % of global emissions (https://unfccc.int/files/ghg_data/application/pdf/table.pdf).

      Capacity can be demonstrated by describing the arrangements for access to local modelling expertise and to relevant quantitative information, and the arrangements for developing and maintaining in the beneficiary countries the capacity to undertake further quantitative analysis. It is relevant to refer to and build upon ongoing and previous capacity-building and knowledge sharing experiences with beneficiary countries;

      (c) the candidate has provided services under at least 1 contract on developing low-emission development strategies at country level or in a multilateral setting. Capacity can be demonstrated by referring to at least 2 scientific publications or references to contributions to relevant policy documents or projects.

      Previous experience which caused breach of contract and termination by a contracting authority shall not be used as reference.

      An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing a commitment on the part of those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility — notably that of nationality — and must fulfil the same relevant selection criteria as the economic operator. With regard to technical and professional criteria, an economic operator may only rely on the capacities of other entities where the latter will perform the works or services for which these capacities are required. With regard to economic and financial criteria, the entities upon whose capacity the tenderer relies, become jointly and severally liable for the performance of the contract.

      If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best candidates. The only factor which will be taken into consideration during this re-examination is:

      • the highest share of global greenhouse gas emissions under criterion 21.3)(b).iv, above.

      By submitting an application candidates agree to receive notification of the outcome of the procedure by electronic means.       26.. Alteration or withdrawal of applications:
      Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of applications. No application may be altered after this deadline.

      Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with item 25. The outer envelope (and the relevant inner envelope if used) must be marked ‘Alteration’ or ‘Withdrawal’ as appropriate.

      This contract is a global price contract, but a sizable part of the budget will need to be devoted to organising workshops for modellers to test and compare models and results and to inform policymakers.
