    Manchester Markets operate the Manchester Christmas Markets. Part of that operation includes the provision of wooden houses as sales premises to our traders. The houses come in a variety of styles and sizes, however, the majority are our standard unit of a 3m metre frontage by 2 metre depth houses, or multiples thereof, for example 6 metre frontage by 2 metre depth.
    The houses used for traders operating bars or selling food are designed specifically to fit a particular location and vary in size and design. Some have internal seating areas and/or location specific requirements for example to fit around trees.
    In some instances, the framework may also include various ‘specials’ which are designed specifically to fit a particular location. These may incorporate internal seating areas or location specific features e.g. archways or structured to fit around existing trees.

    The houses for this contract are presently owned by Manchester Markets. This contract is for the annual storage, maintenance, delivery, installation and dismantling of these houses.
    In addition to the houses owned by Manchester Markets a number of our traders own their houses and require the same service, the traders will pay the contractor directly for this service.

      Manchester Markets require rental of a number of houses for their Christmas markets.

      Within this rental agreement there will be a provision for delivering the houses to site, erecting and dismantling to the agreed location and layout as well as removing them from site. The contractor(s) will remain the sole ownership of the houses.

      The numbers of houses and sites locations within the City Centre may vary, therefore to be able to assess values, contractors are requested to submit quotes for the following quantities of houses.

      The Council is using the e-business portal known as THE CHEST www.the-chest.org.uk to conduct the procurement exercise. To gain access to the invitation to tender documents, tenderers will need to register their company details at the above website.

      Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the invitation to tender documents.

      Tenderers will need to electronically submit their completed tender documents and accompanying documentation via the CHEST on-line portal by 11.00 hours on the 23.6.2017 as referred to in IV.3.4. Any supplier questions queries will also need to be submitted via THE CHEST website.

      The Council welcomes applications from small or medium enterprises.

      The contract will be for 2 years commencing 7.8.2017 with an option to extend for up to an additional 2 years.

      The Council reserves the right not to award a contract as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates.

      The Council will incorporate a minimum 10 day standstill period at the point information on the award is communicated to tenderers prior to entering into the contract. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into, the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the Contract has been entered into the Court may, depending on the circumstances, award damages and/or shorten or order the contract ineffective.
