    Aufgabe
    The purpose of the framework is to allow public bodies to access the services required to Design, Build, Finance and Operate car park structures in the UK. The framework is divided into 3 Lots; Lot 1 Design, Build and Finance, Lot 2 Operate and Finance, and Lot 3 Design, Build, Finance and Operate. Lot 3 of the framework is comprised of the winning bidders from Lot 1 and Lot 2 that have bid for and are successfully awarded to both Lot 1 and Lot 2. The Framework Agreement will be available to ALL public sector Contracting Authorities in general as defined at Part 1, paragraph 2 of the Public Contracts Regulations 2015, all public sectors requiring access to this framework agreement are detailed in the OJEU notice (Client Organisations). The main aim of the framework is to introduce competition in to the market alongside existing consortia framework providers. The framework will allow Client Organisations to direct appoint a Contractor or appoint following a further competition. (Further details will be provided within the specification). The framework will be available for all NHS Trusts, Foundation Trusts and will be open to use by all other public sector bodies in the UK to include but not limited to; The Science and Technology Facilities Council, The Medical Research Council, The Engineering and Physical Sciences Research Council, The Economic and Social Research Council, The Natural Environment Research Council, The Arts and Humanities Research Council, The Biotechnology and Biological Sciences Research Council, The UKSBS Ltd, Central Government Departments and their Agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Voluntary Sector Charities, and/or other private organisations acting as managing agents or procuring on behalf of these UK bodies. The framework agreement will be established for a period of 3 years with the option to extend for a further period of up to 1 year, based on satisfactory performance.

      VI.4.2)Lodging of appeals
      Precise information on deadline(s) for lodging appeals: As a body governed by public law will incorporate a minimum of 10 calendar day standstill period at the point that information on the award of contract is communicated to tenderers. If an appeal regarding the award of contract has not been successfully resolved then the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court. Any such action must be brought promptly.
