Le Gouvernement de la République togolaise a reçu un financement du Groupe de la Banque Africaine de Développement afin de couvrir le coût du projet de réhabilitation de la route Lomé-Cotonou (phase 2) et de protection côtière, et a l’intention d’utiliser une partie des sommes accordées au titre de ce don pour financer le contrat de : Etude d’élaboration d’un schéma directeur d’aménagement du littoral (SDAL).
 

2. Les services prévus au titre de ce contrat comprennent :

- réaliser un diagnostic territorial, sectoriel et des grands déterminants de l’aménagement de la zone côtière afin de capitaliser l’ensemble des informations disponibles, les acteurs détenteurs de cette connaissance et de définir un état « zéro » de référence ;

- définir des orientations générales à partir du diagnostic et présenter des options sous forme de scénarios ;

- développer un SDAL dynamique reposant sur la proposition de mesures/activités d’adaptation au nouvel environnement ;

- réaliser une évaluation environnementale stratégique (EES) multirisque du SDAL ;

- élaborer un programme prioritaire d’intervention et des moyens de mise en œuvre ;

- proposer un mécanisme de mise en œuvre et de suivi-évaluation ;

- détailler les coûts unitaires et globaux pour la mise en œuvre de chaque activité proposée.

3. La durée de la mission est estimée à dix (10) mois calendaire. Elle débute à la date de réception de l’ordre de service de démarrage des études. La période prévisionnelle d’exécution de la mission est de février à décembre 2018.

4. Le Ministère des Infrastructures et des Transports, à travers la Direction Générale des Travaux Publics (DGTP), invite les consultants à présenter leur candidature en vue de fournir les services décrits cidessus. Les consultants intéressés doivent produire les informations sur leur capacité et expérience démontrant qu’ils sont qualifiés pour les prestations (documentation, référence de prestations  similaires, expérience dans des missions comparables, disponibilité de personnel qualifié, etc.). Les consultants peuvent se mettre en association pour augmenter leurs chances de qualification. En plus les propositions des consultants devront comprendre les pièces administratives suivantes :

- dans le cas d’un groupement, une copie de l’accord de groupement entre les sociétés ;

- les informations et/ou documents (dossiers juridique, financier et administratif) ;

- un document attestant que le Consultant ne se trouve dans aucune des situations telles que la faillite, la suspension de paiement, etc., et établi conformément à la législation ou à la pratique nationale du pays du Consultant datant de moins de trois (3) mois ;

- une attestation d’inscription au registre du commerce conformément à la législation ou à la pratique nationale du pays du Consultant ;

Les Consultants Togolais devront fournir également, les pièces ou documents ci-dessous :

- la carte d’installation du bureau d’études, en cours de validité ;

- l’attestation de domiciliation bancaire du soumissionnaire, datant de moins de trois (03) mois ;

- le quitus fiscal datant de moins de trois (03) mois, certifiant que le soumissionnaire a effectué la ou les déclarations en matière d’impôts ;

- l’attestation de l’inspection du travail et des lois sociales, datant de moins de trois (03) mois ;

- l’attestation de la Caisse Nationale de Sécurité Sociale, datant de moins de trois (03) mois;

- la carte d’opérateur économique en cours de validité.
