VAV is responsible for elucidating and planning the renovation of the water and sewage network, as well as future major investments. VAV has currently a large portfolio with projects involving renovation, urban development and city water supply, as well as other major projects Changed requirements for the renewal of the water and sewage networks imply an increase in the activity level with 20 % and 60 %, respectively. Urban development and numerous major investment projects are causing an increased level of activities.
Oslo municipality, the Agency for Water and Sewage (henceforth referred to as VAV) is as the builder responsible for good control and quality of the planning and execution of building and construction works. This implies a need for high-qualified personnel for construction and project management. The objective of the contract is to increase VAV's capacity in following up projects beyond the current available resources.
VAV therefore requires hired personnel. The framework agreement shall ensure access to necessary HR with sufficient capacity and flexibility in regards to the mobilisation period and duration.
VAV intends to enter into parallel framework agreements with 4-6 service providers for the hiring of HR for the following categories:
Project manager Category 1: 5 years' experience, etc. (See annex 2, the requirement specifications).
Project manager Category 2: 8 years' experience, etc. (See annex 2, the requirement specifications).
Project manager Category 3: 15 years' experience, etc. (See annex 2, the requirement specifications).
Construction manager Category 1: 5 years' experience, etc. (See annex 2, the requirement specifications).
Construction manager Category 2: 10 years' experience, etc. (See annex 2, the requirement specifications).
The place of work is VAV's premises; Herslebs gate 5, Oslo and/or at each plant in Oslo.
The estimated value of the project and construction management services is 160 000 000 NOK for a 4 years contract period The scope of assignments will vary from year to year. The stated value is an estimate without obligations for the contracting authority.
For some of the call-offs that are administered by the Security Act's regulations, the hire of personnel who can provide the management services at each service provider's work premises on own equipment may be relevant. In such cases call-offs/mini tender contests shall be implemented and the tenderer is allowed to give a price on call-off for the additional costs.
