The framework agreement includes works in accordance with NS3420-T: 2015, regarding construction works for buildings:
A Rigging and operation;
B-E Building elements;
C Preparatory services (including external clearing and cleaning in connection with construction works);
F Ground work part 1;
J-K Marking;
L Concrete work;
N Masonry work;
P Metal work;
R Assembly and furnishing works;
The disciplines RL, RN, RQ and RS are excluded.
Q Joinery work;
S Insulation, sealing and roofing.
Work will be carried out in, or close to, hospital premises that are in use.
This contract also includes
— Building cleaning, ref. point 5.5, when it is not appropriate to use other contracts.
— Disassembly/reassembly of fixtures and adaptations for the work mentioned above. Special conditions.
— Scaffolding work will mainly be carried out by the framework agreement supplier. When the work mostly involves painting, the supplier for painting and coverings can do the work. This will be agreed when the work is ordered.
— The contracting authority can use a separate framework agreement for building engineering design services, if needed, it will be natural that the contractor assists with engineering design services for specific assignments.
— The procurement and assembly of fixed fixtures shall mainly be carried out by separate framework agreement suppliers, unless the work can be carried out by the tenderer as agreed.
— The contracting authority currently has properties where parts of the buildings are grade 1 listed or grade 2 listed. The management plans for these property areas is being prepared. If it is apparent that the tenderer does not have the correct competence for work that shall be carried out in these areas, the Contracting Authority can choose to hold a competition in order to get access to the necessary competence for the service. Examples of relevant documentation that can be enclosed with the tender are: a) Central certification for execution within the discipline j) Work on listed buildings in development classes 1, 2 or 3, or documentation of equivalent documentation.
b) An overview of executed work within the discipline j) Work on listed buildings with accompanying references (the customer's name and telephone number, information on the extent and the value of the assignment). Tenderers are expected to have access to scaffolding, lifts and other tools/equipment that is necessary for the execution of the work in this contract.
Tenderers must reckon on work on all of these properties, which are geographically spread around Østfold County. Tenderers shall be able to provide the relevant services for all the buildings that the Contracting Authority owns and uses in the contract period, with the changes in volume involved in this.
