The Afghanistan Railway Authority (AfRA) was established in September 2012 and is in the process of developing the required capabilities to manage development and operation of nature Afghanistan Railway system. Scope of Work This assignment involves supporting railway authority under the supervision of the chief executive director of railway authority, The Team leader will advise and assist AfRA to plan, organize, coordinate, and administer policies and regulations for railway development, construction, and operations. The advisor is responsible for conducting analysis and research to enhance the policy and regulatory framework of the railway. The Policy and Regulation Advisor assist in developing policies and regulations to advance rail capacity, equipment, interoperability, technology, and regional partnerships the advisor will train and coach a team of national counterparts in the areas of Policy and Regulations of Railways. Detailed Tasks and/or Expected Output 1. Assist and coordinate the operation and maintenance activities of the national and international experts, and provide recommendation to the Director General and CEO of Afghanistan Railway Authority (AfRA) on the implementation and oversee. 2. Assist and coordinate the implementation and inspection activities of the national and international experts, and provide recommendation to the Director General and CEO of Afghanistan Railway Authority (AfRA) on the implementation and oversee. 3. Assist and coordinate the new works and development activities of the national and international experts, and provide recommendation to the Director General and CEO of Afghanistan Railway Authority (AfRA) on the implementation and oversee. 4. Review and coordinate the policy-regulation and capacity building activities of the national and international experts, and provide timely recommendation to the Director General and CEO of Afghanistan Railway Authority (AfRA) on the implementation and oversee. 5. Supervise development of Project, compliant management frameworks and project plans for Afghanistan railway capacity building and operations’ improvement. 6. Assist the Director General and CEO of Afghanistan Railway Authority (AfRA) in business plans, developments and donor coordination on day to day bases. 7. Dealing with and resolving problems and issues which arise and provide sound recommendation to the Director General and CEO of the Afghanistan Railway Authority (AfRA) on the implementation and oversee. 8. Providing prompt and accurate information on individual performance and ensure team building and service delivery. 9. Coordinate development of railway capacity building plans. 10. Synchronize and supervise program funding. 11. Support Director General and CEO of the Afghanistan Railway Authority (AfRA) on development and implementation of railway strategies. 12. Train and mentor Afghanistan Railway Authority top management in relevant discipline. 13. Develops strategic plans for railway development in Afghanistan. 14. Other duties as tasked by the Director General and CEO of the Afghanistan Railway Authority (AfRA). Minimum Qualification Requirements The successful candidate should have the following skills, experience and qualifications: • Master’s Degree in Transport, Business, Economics, Finance, or Public Administration from an accredited university. • At least 10 years of work related experience, in the area of engineering preferably railway. • At least 05 years professional experience relevant to the field • Strategic planning at a national level. • Experience in transportation planning and policy developing • Experience in cost-benefit analysis & financial statements preparation • Ability to work under pressure and within time constraints • Good team worker, capable of working effectively in a very challenging environment • Previous experience in under-developed, insecure or post-conflict environments a plus.
