The mission of the construction project manager (CPM) is in the framework of the construction of a new administrative building for the European Investment Bank in Luxembourg-Kirchberg (new building project). The CPM will be responsible for managing the new building project, so that the building's design and the works are carried out in compliance with the EIB's quality, cost and deadline objectives.
Progress of the project:
The project has been developed by the design architect and engineers up to the stage of a developed design (DVD), including the documentation for the permit applications. A new design team (EDT — execution design team), taking over the project at the developed design stage will be appointed in parallel with the new CPM.
The following main CPM tasks and activities form an integral part of the mission of managing the new building project under supervision of the EIB management:
— general coordination of the new building project and all it's stakeholders,
— cost management,
— time and methods management,
— risk management,
— quality management,
— documentation management,
— PMIS management (electronic data management system),
— building information modelling (BIM) management,
— design management,
— change of scope management,
— procurement management,
— contract management,
— claim management,
— construction management,
— supervision of works implementation,
— defects management,
— commissioning management,
— technical review of the design delivered by EDT.
The CPM shall have final responsibility for all the project monitoring and management of works or services it carries out or coordinates. Thus, it may not restrict itself to simply coordinating the new building project consultants appointed by the EIB but must manage and carry out genuine critical analytical and summarising work.
