The Greater Yangon Metropolitan Area is the main commercial and population center of Myanmar. It has a population of over 7 million
which has been growing, and is projected to reach 10 million by 2040. The Greater Yangon Metropolitan Area also accounts for nearly a
quarter of Myanmars GDP.
Investment in urban transport has not kept pace with the growth of the city, and as a result, Yangon suffers from severe traffic
congestion, mobility constraints, and environmental degradation. In 2014, JICA prepared a Comprehensive Urban Transport Plan for
Greater Yangon (YUTRA) which identified a number of investments in transportation infrastructure that would need to be undertaken to
address the transportation constraints facing Yangon. JICA is currently in the process of updating the YUTRA study and the revised
plan is expected to be completed by mid-2017. Investment in non-transport urban infrastructure such as wastewater treatment and
water and electricity distribution are also required to improve the quality and quantity of these vital public services for a large and
growing metropolis like Yangon.
As the planning stage reaches completion with the presentation of the revised YUTRA study, it will be important for the Yangon
Regional Government to have the necessary knowhow and expertise to first screen and prioritize an initial set of urban infrastructure
projects, and then see such projects through to implementation. Such expertise will also involve leveraging inputs from different
stakeholders and development partners, and preparing detailed action plans and timelines to implement the projects.
To support this work, IFC is proposing to retain the services of qualified Urban Infrastructure Specialist to be embedded with the Yangon
Regional Government for an initial period of 12 months

The World Bank Group now invites eligible consultants to indicate their interest in providing the services. Interested consultants must
provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff, etc.). Please note that the total size of all attachments should be less
