Statsbygg's builder activity is in a competition situation and must always focus on costs and quality. If the cost level in Statsbygg projects is too high, it can weaken Statsbygg's competitiveness.
In order to meet this challenge, a decision has been made to establish a development and efficiency project, with the aim of reducing costs. The project's aim is to:
— Contribute to reducing the total costs in Statsbygg's construction projects on a portfolio level (the estimated reduction target is 20 %). Lifetime costs cannot increase as a result of this, but the lifetime/quality of individual elements in buildings ought to differentiated more,
— Contribute to the principles of cost efficiency and learning the best practice being part of Statsbygg's company culture. The development project shall be practically organised, with the aim of a quick implementation of improvement measures. The project shall be coordinated with other internal development work in Statsbygg, which is of importance for costs in construction projects. The development project will consist of various sub-projects and pilots, such as (the list is not exhaustive):
— How to remove/reduce unnecessary cost-driving systems?
— How to remove systems that do not give any value for the contracting authority?
— Map decision processes and uncover cost-driving decisions,
— How to improve cost management in the concept phase, project development and programming?
— How to reduce engineering design costs?
— Develop a project culture for learning best practice and cost efficiency,
— Learning from projects that were successful cost-wise in Statsbygg and from project´s that had cost challenges,
— Learning from good experiences from other builders who focus on costs,
— How to make Statsbygg's builder organisation, support functions and support systems more efficient?
— Develop concrete targets and an incentive culture for cost reduction,
— Challenge external framework terms and internal requirements that give unnecessarily high costs,
— Assess new implementation models/procurement forms.
