This tendering procedure is an international call for tender. It aims at concluding a framework agreement, with a minimum of 2 suppliers and a maximum of 5 suppliers (“pre-selected suppliers”’), provided that there are sufficient candidates satisfying the exclusion and eligibility criteria, for the provision of Freeze drying services to the EDQM, in the manufacturing of Reference standards.
At this stage, the framework agreement does not specify in detail the object of subsequent contracts or the exact technical specifications and chemical substances to freeze dry.
The framework agreement provides the holders in response exclusively to consultations launched by the EDQM for the award of subsequent contracts within the scope of the framework agreement for the whole duration of the agreement.
When a need arises, the Contracting Authority will proceed with a subsequent competitive tendering between all the framework agreement operators. The consultation file will include detailed technical specifications and, where relevant, special conditions and special tender rules applicable to the subsequent contract concerned.

Bids received after the deadline set forth in these tendering rules, as well as those received in a non-sealed envelope, shall not be considered.
