The Norwegian Public Roads Administration Eastern Region wants tender offers for a framework agreement for consultancy services connected with noise and vibrations for the counties of Østfold, Akershus, Oslo, Hedmark and Oppland. The contracting authority has the option to extend the agreement for a further 1 year + 1 year + 1 year. The maximum contract length is thus a total of 4 years.
The Norwegian Public Roads Administration Eastern Region wants to enter into a framework agreement with one tenderer. The framework agreement consists of the following 5 parts:
a. Noise calculations of individual residence in accordance with the pollution regulations chapter 5 about noise,
b. Noise calculations in accordance with the Ministry of Climate and the Environment’s plan guidelines for noise, T-1442:2016,
c. Advice in the field of acoustics / noise and vibrations,
d. Measuring noise,
e. Measuring vibrations.

List and brief description of selection criteria:
The tenderer shall have the requisite financial foundation to comply with the contractual obligations. The Contracting authority will obtain a credit rating from Experian. In order to be qualified, tenderers must be assessed as credit worthy based on a point score.
If the Contracting Authority is in doubt, the last Annual Financial Statements, Annual Report and Auditors report will be assessed and the following must be met:
— Tenderers must have positive equity.

List and brief description of selection criteria:
Tenderers shall have experience from similar contracts.
Documentation requirement:
— Description of the tenderer’s most relevant assignments during the last 5 years.
A minimum of three, maximum of five previous assignments shall be described.
The description must include a statement of:
a. contracting authority (name, telephone number and email address),
b. Content and scope of the assignment,
c. assignment period.
It is the tenderer´s responsibility to document relevance through the description.
— The Norwegian Public Roads Administration’s own experiences with the tenderer can be assessed.
