Scope: Design and construction administration services. The project is the new construction of a bicycle only ramp connecting the elevated concrete Helix platform to entry and exit level on the eastern service road of Roosevelt Island. In addition, the project includes the new construction of a two-way bicycle lane in both north and south directions within the limits of the east esplanade and/or the east esplanade and eastern service road. The Roosevelt Island Bridge is City-owned, whereas the concrete Ramp and platforms (Helix) are owned by RIOC. The Roosevelt Island Bridge (Welfare Bridge) connects the Island to Queens at the intersection of Vernon Blvd. (with a bike lane) and 36th Ave. in Queens. It is the sole point of access for any vehicles on Island and the only way for pedestrians and cyclists to access the Island free of charge. The ramp will attach to the existing Motorgate Garage/Helix structure (owned by the Roosevelt Island Operating Corporation) and descend to street level. The design of the two-way bicycle lane will consider existing conditions and uses along the eastern pedestrian way and service road from the bike ramp and make accommodations for all in the new design
