The IRCB consultant must have extensive experience, especially in water and sanitation sector, in assessing institutional effectiveness and efficiency of current business, management and operational processes in delivery of services, identification of gaps, recommendations and capacity building in the areas of improvement. This experience should include but not be limited to the following areas: (a) assessment of institutional structure and functions, (b) capacity mapping and capacity need assessment using a formal methodology (c) Identification of areas for improvement, strengthen institutional frameworks and business processes (including longer incubation periods, process optimization, operational efficiencies and cost effectiveness) through capacity building of employees, (d) development and implementation of a capacity building program.

Objective and Purpose of the Assignment
The Government of Pakistan (the Government) has requested the Asian Development Bank (ADB) to process the Khyber Pakhtunkhwa Intermediate Cities Improvement Investment Project (the project). In preparation of the above project, the Government requested ADB to process project readiness financing (PRF) to fast track the completion of detailed engineering designs, necessary due diligence assessments, procurement, capacity development and other project preparatory work. This Terms of Reference is for the recruitment of Institutional Review and Capacity Building (IRCB) Consultant under the consultant recruitment package KPICIIP_Cons2. The ensuing project has been proposed on the basis of a Pre-Feasibility Study (PFS) of three cities in Khyber Pakhtunkhwa, i.e., Abbottabad, Mardan and Peshawar, through support from the Cities Development Initiative for Asia (CDIA). The study has assisted the GoKP in preparing integrated, climate-resilient urban environmental infrastructure investment plans based on the Pakistan’s Vision 2030, KP’s Integrated Development Strategy 2014-2018 and City Development Plans (CDPs). The Government of KP has requested the inclusion of Kohat as the fourth city. The project includes investment packages of water supply, solid waste management, drainage and sewerage, urban livability and smart cities, and traffic management. The ensuing project is estimated to cost $300 million, of which ADB will finance $150 million, and co-financier and the Government of Khyber Pakhtunkhwa will respectively finance $100 million and $50 million. In response to the Government’s request, ADB will process PRF to increase project implementation readiness and thereby facilitate the timely and cost-effective achievement of the Project outcomes. Proposed activities under the PRF include (i) preparation of detailed engineering designs and cost estimates of civil work components, (ii) completion of geotechnical, hydrographic, topographical surveys, (iii) facilitation of knowledge transfer on international best practice on municipal services, and (iv) assistance to the government in procuring civil works with draft bidding documents and evaluation documents preparation, and (vi) support to complete all due diligence work. The first two activity will be undertaken by an engineering design and construction management consultant (firm) whereas an institutional review and capacity building consulting firm will carry out knowledge transfer. The project management consultants (individual) will complete procurement work and due diligence work The major objectives of the assignment are to engage an institution or consulting firm to undertake: • Detailed assessment of institutional structure and functions of WSSCs, capacity mapping and capacity need assessment. • Assess present business, operational and management processes of WSSCs and their effectiveness in the delivery of services. • Identify areas for improvement, strengthen institutional frameworks and business processes (including longer incubation periods, process optimization, operational efficiencies and cost effectiveness) through capacity building of employees. • Development and implementation of a capacity building program for WSSCs.
