In connection with the phasing out of fossil fuel, Forsvarsbygg [the Norwegian Defence Estates Agency] will procure assistance to project management and project support. It will also be relevant to control individual engineering design and consultancy services related to energy efficiency projects. This could be both assessments and solutions in early phase and engineering design and follow up of measures in the implementation phase. The agreement is primarily connected with energy efficiency projects and phasing out of oil boilers, but it is also possible for the agreement to be used in other relevant projects of equivalent nature.

II.2.4)Description of the procurement:
2 Resources shall be procured. 1 Resource to implement the measures in the south, initially in Oslo and a resource to implement the measures in the north, initially in Bardufoss. These will be evaluated and awarded separate contracts.
The task will be to prepare decision-making for measures at each individual site. This included assessment an proposal of solutions with associated budgets. Upon a decision to implement, the assignment is given to carry out measures. The assignment will then further be to lead and implement the project both for engineering design and execution.
Depending on the scope and complexity of the measures, it may be relevant to implement necessary engineering design. In this regard, the agreement will allow seeking individual support and assistance in their own company within supporting disciplines. In general this is agreed upon in the individual case.
