Procurement of research work: methods for preparation of risk based evaluation program for regulations, and testing of the method and preparation of risk based evaluation program for 2019/2020.
Vegtilsynet [the Road Supervisory Authority] invites tenderers to a competition for assistance to suggest changes to regulations, so that the Vegtilsynet [the Road Supervisory Authority] can contribute to ideal regulations in the roads sector.
The objective of the procurement is to ensure that the Road Supervisory Authority’s regulations are in accordance with the guidelines in the instructions for the Road supervisory Authority from the Ministry of Transport and Communications.
The project consists of an introductory phase and an implementation phase:
— the objective of the initial phase is to provide a report containing a method to propose regulatory changes, and test the methodology of one of the supervisory bodies in the 2018 supervisory program. The methodology shall build on the principle of implementing the assignments in the Road Supervisory Authority based on a risk and significance assessment,
— the goal of the implementation phase is to assess how the regulations should be in concrete terms within the 3 supervisory bodies that are in the supervisory program for 2018 and prepare proposals using the methodology and to make an evaluation program for the regulations for 2019/2020.
