    Keele University is looking for a supplier to finance, design, procure, install and operate a diverse range of renewable energy generation and energy storage resources, to achieve a reduction of at least 4096 t CO2 within the 2021 calendar year, and the potential for further reduction beyond this date. The technologies would be installed within or local to the 600 acres of University land.

    Keele University aims to become self sufficient in energy generation and supply, deliver much reduced, if not, zero carbon emissions from its energy consumption and provide a mix of energies to underpin its research into renewable and alternative energy solutions. Whilst the strategy for this will be delivered through the existing Send project, this Low carbon energy generation project is critical in reducing the equivalent CO2 emissions.
    Keele University is looking for a mix of low-carbon sources and storage options to maximise on-site energy generation potential, to deliver the required (at least 4 096 t CO2) and recognisable reduction in carbon emissions and to function in conjunction with its current Smart Energy Network Demonstrator scheme (SEND). The University operates its own private gas, electricity (HV & LV) and water networks, providing a unique opportunity for complimentary technologies to deliver an innovative, cost effective and reliable energy solution.
    We are seeking a partner to develop proposals and define the best mix of technologies.

      It is intended that 5 Tenderers (who will be the Tenderers receiving the 5 highest scores following the Stage 4 Selection stage evaluation) will be invited to enter into dialogue although the University reserves the right to change this number to a maximum of six and a minimum of 3 Tenderers. Where the number of candidates meeting the selection criteria is below the minimum number of 3, the University reserves the right, in accordance with regulation 65(7) of the Public Contracts Regulations 2015 (“PCRs”) to continue the procedure by inviting the Tenderers with the required capabilities.

      ii) award a contract without prior notice;

      iii) change the basis, the procedures and the timescales set out or referred to within the procurement documents;

      iv) require a Tenderer to clarify any submissions in writing and/or provide additional information (failure to respond adequately may result in disqualification);

      v) terminate the procurement process; and

      vi) amend the terms and conditions of the selection and evaluation process.

      Tenderers will be subject to a financial assessment to evidence that they have an acceptable level of financial standing to deliver a contract of the size and complexity of the Low carbon energy generation project. As part of this assessment, Tenderers will be required to evidence that their average annual turnover over the previous 3 financial years was at least 20 000 000 GBP (noting that, where a Tenderer is bidding as a consortium, this threshold shall apply in the aggregate to the consortium members as a whole, provided that the lead consortium member's average annual turnover over the last 3 years meets or exceeds 70 % of the requirement). In conjunction with the above, the University will undertake a Creditsafe credit report in respect of the Tenderer. Tenderers may be excluded from the process where their Creditsafe Credit Rating is 29 out of 100 or below.
