    • 1) The Republic of Serbia has received financing from the World Bank toward the cost of the Road Rehabilitation Project, and intends to apply part of the proceeds toward payments under the contract: Heavy Maintenance (Upgrading) of the State Road IB 23/28, Section: Kneževići – Bela Zemlja - Užice, from km 145+140 to km 160+374, L=15.234 km, Contract ID No. RRSP/RRW-IB2328KBZU/2018- 03. This contract will be jointly financed by the International Bank for Reconstruction and Development, European Investment Bank and Republic of Serbia. Bidding process will be governed by the World Bank’s rules and procedures.

      2) The Public Enterprise “Roads of Serbia” (hereinafter referred to the Employer) invites sealed bids from eligible and qualified bidders for the rehabilitation works consisting of the following:

      — preliminary works include removal of excessive vegetative material and waste, demolishing of road elements (curbs, gutters, edge strips, pavement) and profiling of existed pavement for the purpose of road widening and adjustments,

      — substructure works include excavation, subsoil treatment, construction of embankment, shoulders and berms,

      — improvement of drainage system works include works on drainage system surface drainage, construction of drainage ditches, subsurface dewateringdrainage, closed drainage system, making shafts), hydro technical works (procurement, transportation and installation of drainage pipes and bypass separators),

      — superstructure works which include pavement construction on access roads; works on improvement of pavement (construction of bituminous bearing course, and construction of wearing asphalt concrete course), as well as placement of concrete curbs and construction of gutters and pavement subsurface drainage,

      — works on structures (bridges, culverts and walls) which include milling of the existing asphalt layer, construction or replacement of waterproofing, construction of asphalt layers (leveling course if needed, wearing course, asphalt layer on sidewalk), demolition and reconstruction of the curbs, repair or replacement of the bearing paths, repair or replacement of the expansion devices, repair of the protective layers, bridge drainage, repair of fences and guardrails, repair of existing culverts (cleaning, excavation works, concrete and stone works), repair of existing concrete walls and construction of new concrete walls, slope protection,

      — works on structures (tunnels) which include resolving drainage of the tunnel, demolition and re-construction of official paths, surface reparation of concrete lining, waterproofing of concrete lining, painting of tunnel lining and external faces of portals, installation of tunnel lightning, which need channel for utilities under walkways, and also connection on external network,

      — works on landslide which included earthworks, large diameter bored pile construction and works on complete area of landslide arrangement,

      — works on slopes repair which include cleaning and picking off the slopes, removal of isolated boulders, and installation of anchors, shotcreting (spray concrete) works and installation of protective mesh,

      — roadside arrangement and placement of traffic signalization and road furniture,

      — installation of 10 kV cable line, Installation of Low voltage cable line, Installation of public lighting in Bela Zemlja, Susica interchange, Revitalization of public lighting in Uzice, Installation of public lighting at the tunnel approach, Installation of tunnel lighting, Relocation and protection of telecommunication installation, Electrical distribution network for the connection of the public lighting installation Bela Zemlja, Susica Interchange, Tunnel Surduk. These works includes procurement of main materials, works on public lightening construction, works for the connection of the public lighting and other, demolition of asphalt and concrete surfaces and laying the cables, construction of a concrete foundation and testing the cables.

      The Works will be performed under traffic with a strong emphasis on maintaining safe conditions for both the flow of traffic and works in progress.

      The construction period is 15 months.

      The Bidder should meet the following qualification criteria and capabilities:

      Financial requirements

      — Submission of the audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last 5 (five) years to demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability. In the case of JV, each partner must meet requirement,

      — Minimum average annual construction turnover of EUR 12 million, calculated as total certified payments received for contracts in progress and/or completed within the last five (5) years, divided by five years. In the case of JV, JV must meet requirement, one member must meet forty percent (40 %) of the requirement and each member must meet twenty five percent (25 %) of the requirement,

      — The Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means other than any contractual advance payments to meet the following cash flow requirements: min. EUR 2.3 million. In the case of JV, all parties combined must meet requirement,

      Experience requirements

      — General experience — Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last five (5) years, starting 1st January 2013. In the case of JV, each partner must meet requirement,

      — Specific experience:

      —— Participation as prime contractor, joint venture member, management contractor or sub-contractor, in two (2) contracts between 1.1.2013 and application submission deadline, each of minimum value 6 800 000 EUR (six million eight hundred thousand EUR) or 1 (one) contract, with a minimum value of 13 600 000 EUR (thirteen million six hundred thousand EUR). In the case of JV, all parties combined must meet requirement.

      —— For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor during the period between 1.1.2013 and application submission deadline, a minimum construction experience in the following key activities successfully completed: average annual production and laying of asphalt mixtures (asphalt concrete and bituminous base) not less than 30 000 tones / year in last three (3) years. In the case of JV, one member must meet requirements.

      Above and all other qualification requirements related to the eligibility, litigation history, and technical capabilities are specified in the Section III. Evaluation and Qualification Criteria of the Bidding Documents.

      3) Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, issued in January 2011, revised in July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

      If requested, the DVD with bidding documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

      6) Bids must be delivered to the address below on or before 25.7.2018, 10:00 AM (local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 25.7.2018 at 10:00 AM (local time).

      7) All bids must be accompanied by a Bid-Securing Declaration.
