Željeznička Infrastruktura Crne Gore AD (ŽICG) - Railway Infrastructure of Montenegro JSC (RIoM) has received financing from the European Investment Bank (EIB) toward the cost of the rehabilitation of the Vrbnica-Bar railway line in Montenegro along the Main Belgrade-Bar Railway (SEETO Rail Route 4) (prior information notice: 2015/S 168-305816), and intends to apply part of the proceeds for consulting services “FIDIC Engineer for Rehabilitation of Concrete Bridges on the Vrbnica-Bar railway line in Montenegro”.

The consulting services (“the Services”) include: the consultant shall perform, amongst other, the duties and authority of the FIDIC Engineer as specified in or necessarily implied from the FIDIC Red Book based works contracts for “Rehabilitation of Concrete Bridges on the Vrbnica-Bar railway line in Montenegro”. The initial list of bridges is as follows:

— bridge nr. 13 km 303 + 463,39,

— bridge nr. 19 km 309 + 518,82,

— bridge nr. 30 km 324 + 491,28,

— bridge nr. 33 km 326 + 263,10,

— bridge nr. 46 km 335 + 193,68,

— bridge nr. 51 km 343 + 915,23,

— bridge nr. 57 km 353 + 416,89,

— bridge nr. 59 km 354 + 781,43,

— bridge nr. 102 km 438 + 163,5.

Remuneration under the contract shall be time/input based. The contracting authority may, at its own discretion and subject to the availability of funding, extend the scope and duration of the services to cover additional similar services beyond the 10 initial bridges identified above or to accommodate unforeseeable delays. Such extension shall be up to a maximum not exceeding the length and/or 50 % of the value of the initial contract. Any extension of the contract would be subject to satisfactory performance by the consultant.

The assignment is expected to start in Q1 2019. The approximate value of the works is: 4 000 000 EUR. The approximate value of the FIDIC engineer services is: 400 000 EUR. The expected implementation period for works contract as well as the respective FIDIC engineer services is: 20 months, for execution of the works (works), plus 12 months of Defects Notification Period (DNP), counted from the intended commencement date for the works contracts, and up to 4 months for closing procedures of the works contracts.

ŽICG now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Corporate services are required. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

The consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the administration, management, and supervision of similar construction works in comparable climatic and geological conditions. Where staff does not speak the local language, interpretation and translation will be the responsibility of the consultant. The consultant shall employ supervision staff with a good knowledge of the local design and construction laws and regulations to ensure compliance with the Montenegro laws and regulations. It is expected that the consultant’s team shall include the following expertise: chief resident engineer – civil engineer; land surveying; expert for concrete bridges; superstructure (railway track).

A consultant will be selected in accordance with the policies of the European Investment Bank detailed in the “Guide to procurement” which can be found at the following website:

No more than 6 firms will be short-listed, ranked according to the following evaluation criteria:

Criteria: Capacity of the Company

Sub-criteria:

a) size of company — number of staff — points: 5,

b) financial capacity – annual turnover for the previous 3 years — points: 7,

c) qualifications of the potential Staff — points 8.

Criteria: General Qualifications

Sub-criteria:

a) References and involvement in projects of similar complexity and value — FIDIC engineer /supervision contracts in general — points: 30.

Total points: 30

Criteria: Specific Experience

Sub-criteria:

a) specific experience related to the project – supervision of the railway works contracts including bridges — points: 25,

b) specific experience related to the project – supervision of the railway works contracts including bridges, based on the FIDIC — points: 20,

c) specific experience in Montenegro and/or Western Balkan countries or countries with similar conditions (e.g. language, technical standards, design and construction laws and regulations) — points: 5.
