את מסמכי המכרז יש לרכוש תמורת 2,500 ₪ שיגבו ולא יוחזרו. תשלום במחלקת גבייה בימים א', ד', ה' בין השעות 08:30-12:30; ביום א' בין השעות 16:00-18:30; ביום ג' בין השעות 08:30-15:30; ביום ב' אין קבלת קהל.

ההצעה תוגש במעטפה סגורה במסירה ידנית עד ליום 19/07/2018 בשעה 16:00 לתיבת המכרזים של עיריית ערד בלשכת מנכ"ל העירייה.

תנאי סף:

1. המציע יעמיד מטעמו מנהל פרויקט שהינו אדריכל או מהנדס אזרחי הרשום בפנקס המהנדסים והאדריכלים לפי חוק המהנדסים והאדריכלים, תשי"ח-1958, בעל תואר אקדמאי המוכר מטעם מוסדות המוכרים ע"י המועצה להשכלה גבוהה או תעודות מחו"ל שיש להם שקילות ממשרד החינוך.

2. המציע ניהל ב-7 השנים האחרונות לפחות ארבעה פרויקטים של מבני ציבור בתחום התרבות בהיקפים כספיים מעל 10 מלש''ח  ₪ לכל הפחות ו/או בשטח של 2,000 מטר לכל הפחות.

3. המציע יעמיד מטעמו יועצים בתחומים הבאים: אדריכלות, הנדסת בניין וקונסטרוקציה, מים וביוב, חשמל, תקשורת ותאורה, הנדסת בטיחות, תאטרון/מערכת במה, מעליות, נגישות, אקוסטיקה, מיזוג אוויר, כמאות, עריכת מכרז וכל יועץ אחר שיידרש לצורך  קבלת היתר בניה והכנת תכניות ביצוע.

4. ההצעה תוגש רק ע"י ישות משפטית אחת, יחיד או תאגיד רשום כחוק בישראל או שותפות רשומה אחת.

רשאים להשתתף במכרז זה רק מציעים העומדים בכל התנאים לעיל במצטבר.

תיאור כללי של העבודה:

1. תכנון אדריכלי של שיפוץ היכל התרבות בהתאם למפורט במסמכי המכרז.

2. ניהול ותיאום התכנון, כולל כלל היועצים הנדרשים, לצורך התכנון המלא של הפרויקט והכנתו למכרז ביצוע לפי הפירוט לעיל או בכל תחום נוסף שיידרש לצורך קידום התכנון.

3. קידום וניהול  הפרויקט ועמידה בלוחות הזמנים שיקבעו עם מתכננת הפרויקט ומהנדסת העירייה.

4. תיאום תכנון עד לשלב הביצוע- טיפול ברישוי עד לקבלת היתר וכן הכנת התכניות והמסמכים הנדרשים למכרז ביצוע.

5. פיקוח עליון של  כל אחד מהיועצים על ביצוע העבודה ועד מסירת המבנה.

סיור מציעים יתקיים ביום 04/07/2018 בשעה 14:00-16:00. נפגשים במחלקת הנדסה - עיריית ערד. ההשתתפות בסיור זה הינה חובה על מנת להשתתף במכרז. מציע שלא ישתתף בסיור, הצעתו תיפסל.
