REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER NATIONAL DIRECTORATE OF WATER INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY PROJECT MANAGEMENT EXPERT Tender Ref# CO21B-ISSUWSSSD/18 Loan Agreement: 2000130013430 Project Identification No: P-AO-E00-005 The Government of Angola (GoA) has received financing from the African Development Bank (AfDB) toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery, and intends to apply part of the agreed amount for this Loan to payments under the contract for a Project Management Expert. The services to be provided under the assignment include but are not limited to the following: the Project Management Expert, acting as Project Management Coordinator (Team Leader), will provide Leadership, Management, and Technical Support to the Executing Agency in the Coordination and Execution of Project, namely: (a) Manage the Resources assigned to Project Implementation Team (PIT) and relations with institutions involved in the Implementation of the Project; (b) Lead the preparation or updating of the Project Implementation Manual and Annual Action Plan/work Program; (c) Coordinate, supervise, monitor the Planning and Implementation of all the activities under the Project and ensure that they are executed in accordance the Loan Agreement with AfDB and Project Appraisal Report; (d) Ensure the preparation of Schedules of Activities, Plans and Implementation Schedules, verify and monitor the work of PIT's staff; (e) Analyse the issues related to the Project raised by Institutions, Contractors, Consultants, Suppliers, Project beneficiaries, etc. and provide guide to PIT on these issues; (f) Coordinate the process of Procurement, Sub-Project Supervision and Financial Management of the Project; (g) Ensure that the Procurement Procedures are consistent with AfDB Procedures and Requirements and the necessary Approvals are received from the Bank and GOA in accordance with the agreed Procedures, etc. The Estimated Duration of Services is of Twenty-Four (24) months extendable on a yearly basis thereafter. The Ministry of Energy and Water of Angola (MINEA), through the National Directorate of Water (DNA) now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). Required qualifications include: (a) An university Degree in Civil Engineering, Hydraulics, Sanitary, Water Services Management or related Field; Post-graduation in Project and Contract Management; utility management, Water Sector Reform or related Courses/Seminars are a plus; (b) General Postgraduation experience of at least fifteen (15) years, from which Five (5) years’ experience as a Project Manager or Team Leader for major projects or interventions; (c) Ten (10) years specific experience in water and sanitation sector; experience in Project or Contract Management Administration is a plus; (d) Experience in providing Seminars or Conferences regarding contractual or Water sector issues is an advantage; (e) Excellent computer skills in Office tools; knowledge of Project Management and Planning Software is a plus; (f) Working experience in Sub-Saharan countries, working experience in CPLP countries, namely in Angola is an advantage; g) Fluency in Portuguese and working knowledge in English is required.
