EEA 038-2018 Framework Agreement for Construction Management — Case nº 2018/17591
Bymiljøetaten [the Agency for Urban Environment] plans, builds and maintains public urban spaces, playgrounds, parks, hiking trails, roads, foot and cycle lanes, short cuts and traffic safety measures.
The objective of this procurement is to put in place a Framework Agreement for construction management for the agency’s investment projects, that are not covered by the Contracting Authority’s own construction managers that currently account for 1 man-labour year.
The Agency for Urban Environment wants to enter into parallel Framework Agreements with up to 3 tenderers for the purchase of construction management for the agency’s construction projects.
The Framework Agreements shall cover construction manager services for public urban spaces, playgrounds, parks, hiking trails and other green installations, road installations, including foot and cycle lanes, traffic safety measures and access roads. etc.,
The Framework Agreement(s) shall have a duration of 2 years with an option to extends for up to a further 1 year + 1 year.

The objective of this procurement is to enter into parallel framework agreements to cover the Agency for Urban Environment's need for the procurement of services in the professional area of construction management, beyond their own resources, which currently is 1 to 2 man-labour years.
The Framework Agreement shall be valid for 2 years with the possibility to extend for 1 year at a time, until a total maximum duration of 4 years.
Assignments that are begun in the period shall be completed. The tenderer shall be able to follow up implemented assignments, also in the warranty period, cf. NS 8405, NS 8406 and NS 8407.
In the Contract period, the Agency for Urban environments anticipates having development projects of varying scope and complexity, including new installations and rehabilitation of the existing installations. The scope of the work within the Framework Agreement is not more defined, as it is controlled by political decisions and funding, and by the capacity and progress of the planning and preparation phase of the projects. The Agency for Urban environment’s budget and financial plan for investment projects in the period 2018-2021 is in the range of 300 000 000 NOK and 400 000 000 NOK per annum.
The type of assignments will i.a. Be preparation of public spaces/common land, preparation of new or upgrading of the existing parks and playgrounds, walking tracks, foot and cycle lanes, traffic safety measures and short cuts to Bybanen [Light Rail].
The assignments can consequently be small projects with part time construction management over some months, to large projects with full-time construction management over 1 to 2 years. Minor measures are often combined and prepared as a contract. The Contract agreements are primarily based on NS 8405 and NS 8406. Turnkey contract according to NS 8407 will be entered into primarily for minor projects.
The Contracting Authority reserves the right to vary the commitment as needed and manage this in the orders for each assignment, hereafter called call-off.
The Contracting Authority shall have the right to, but not be obligated to, announce a separate competition for construction management. This may be necessary if the project size or complexity indicates that there is a need for special capacity, competence, experience or other relevant circumstances indicate this.
