C40 Cities: Climate Action Planning Programme — Technical Assistance Framework
C40 Cities Climate Leadership Group, Inc. (C40) is a non-profit organisation which supports international cities to collaborate effectively, share knowledge and drive sustainable action on climate change. C40 expects to be receiving funding support from the UK Government's Department for Business, Energy and Industrial Strategy (BEIS) and the Danish Government's Ministry of Foreign Affairs, which will be used to fund the delivery of climate action plans in 15 cities located across South America and South East Asia. Through 2 procurement processes, C40 intends to procure high-quality consultancy services. This procurement seeks to secure a panel of specialist consultants to deliver technical expertise to collaborate with "City Consultants". City Consultants are currently being appointed pursuant to an alternative procurement exercise, and their role will be to deliver support locally utilising their experience of working with relevant key stakeholders within those cities.
Technical Assistance Framework Agreement — Buenos Aires, Quito, Lima, Guadalajara and Medellin

To support the development of a climate action plan that is aligned with the requirements of C40’s Climate Action Planning Framework, C40 wishes to procure a panel of four consultants to work with C40 and City Consultants in the above cities to deliver the Climate Action Planning Programme which will encompass the following work packages:
Work Package 1 Strategic Climate Action Planning Appraisal
Work Package 2 GHG Emissions and Climate Risk Assessment
Work Package 3 Action and Plan Development
Work Package 4 Climate Action Plan Review
Work Package 5 Coordination and Knowledge Sharing

Particularly for Work Packages 2, 3, and 5, C40 wishes to procure technical consultants with deep technical expertise on the topic of climate change planning within the context of mitigation, adaptation and inclusivity with some geographic and context-specific experience. Consultancies will be required to undertake specific technical modules of support for cities ranging from climate risk assessment and GHG scenario modelling to stakeholder engagement and inclusivity analysis. In addition, consultancies will have the opportunity to also bid for the production and development of a set of strategic tools and resources on inclusive climate action and climate action impact assessment, as listed in Lot 4 of this contract notice. Consultancies will need to ensure effective coordination and knowledge sharing with the City Consultants (to be procured via a separate procurement process) amongst C40, the C40 city adviser, and the city. Overall, the consultancies will work closely with the City Consultants who will work on Work Packages 1-5 in terms of being the coordinating partner for a city. The City Consultants will demonstrate broad expertise across the climate action planning agenda combined with a strong understanding of the local political, institutional, socio-economic and cultural context.
The initial contract period is for 25 months but C40 reserves the right to have an option to extend this contract for up to an additional 23 months.

To support the development of a climate action plan that is aligned with the requirements of C40’s Climate Action Planning Framework, C40 wishes to procure a panel of 2 Strategic Consultants. The strategic tools and resources to be procured as part of the Lot 4 Framework will form a significant piece of C40’s flagship Inclusive Climate Action initiative. The ultimate aim is to offer cities in the C40 network (including those in Latin America/South east Asia named above) a customised roadmap with hands-on support, collaborative training and assessments, best practice exchange, thought leadership guidance and innovative partnerships to plan, build consensus for and deliver bold climate action that is equitable and beneficial for all. To assist the provision of these resources, the indicative tasks and services have been divided into two key components.
— Component 1: Inclusivity Guidelines,
— Component 2: Benefits Guidelines and tools.

C40 estimates that the total potential value of Lot 4 will be approximately 600 000 USD (note that C40 has an initial budget of 320 000 USD. C40 is currently seeking to secure further funding, however C40 is not able to guarantee any minimum volume of work, or that its budget will increase).
The initial contract period is for 26 months but C40 reserves the right to have an option to extend it for up to an additional 22 months. C40 estimates the total potential value of Lot 4 will be 600 000 USD. C40 has an initial budget of 320 000 USD. C40 is seeking to secure further funding, however C40 is not able to guarantee any minimum volume of work, or that its budget will increase.
Section III: Legal, economic, financial and technical information
Bidders which are subsequently successful in this procurement exercise may be required to actively participate in the achievement of social and/or environmental objectives. Accordingly contract performance conditions may relate in particular to social, environmental or other corporate social responsibility considerations. Further details will be set out in the procurement documents.

Deadlines indicated in Sections IV.2.2 — IV2.3 are for Lots 1-3 only.
Note that for Lot 4 deadlines: PQQ responses are due by 30.7.2018 5:00 pm BST. The ITT issue date is 20 Aug 2018 and the contract award date is 12.10.2018. Please refer to the timetable in the PQQ for further details on Lot 4 deadlines.
Additionally, for section IV.1.3, the maximum number of participants for Lots 1-3 will be 4 and for Lot 4 will be 2.
C40 is not subject to the public procurement rules in the UK, Denmark or elsewhere and is voluntarily advertising this opportunity in the Official Journal. However, in accordance with the terms of its grant agreements, C40 intends to run an open, fair and transparent process in order to appoint a panel of consultants to deliver technical support.
C40 intends to conduct this procurement by following the Restricted Procedure in accordance with the Public Contracts Regulations 2015 (the "Regulations"). In doing so, C40 is not to be taken as acknowledging that it is a contracting authority within the meaning of the Regulations, or as accepting any legal obligation to follow those procedures in the case of this or any other procurement.
