Smart Meter Enabled Thermal Efficiency Ratings (SMETER) Technical Assessment Contractor (TAC)
This contract is for a Technical Assessment Contractor (TAC) to perform independent testing and validation of products generated during the ‘Smart Meter Enabled Thermal Efficiency Rating (SMETER) Innovation Competition being launched alongside this tender. SMETER tools should be able to measure the thermal performance (i.e. calculate the whole house heat transfer coefficient (HTC)) of individual homes. The TAC will be required to set up and run a testing and validation programme to provide BEIS with an independent assessment of the performance of the products in a representative scenario.
In addition the TAC should:
— Provide guidance and feedback to competition participants on the performance of their SMETER and where they can be improved,
— Provide an evaluation to BEIS of the performance of the SMETER products and the success of the overall program

This ultimate outputs from this programme will inform BEIS on the performance of these tools and their suitability for use in policy.
If BEIS awards a contract it will be for a duration of 26 months, however we reserve the right of extending this by up to a further 12 months.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
