‘I Giardini del Flaminio’ is a urban plan for the urban transformation of the 51 Ha site ‘Ex Stabilimento Militare Macchine Electtrici e di Precisione’ situated in Via Guido Reni in the City of Rome. The urban plan sets out a framework for the Citta della Scienza, a network of attractive public spaces and an high quality private residential development. The project will establish a new destination in the north of Rome, create new correlations in the city and add a vibrant and inclusive mixed urban quarter in an attractive cultural and residential environment.
The composition of cultural and residential programs maximizes the dialogue between the different parts of the urban mosaic and between residents, visitors and tourist. With the MAXXI Museum, the Citta della Scienza and the new residential development all sharing an central address at the Piazza Margherita Hack, the Giardini del Flaminio will be the pulsing heart of the Flaminio area. With respect to the city’s scale and history, the masterplan sets out a sensitive network of public space, offering varied ambiances, green respirations in the city and creating a strong link with the residential areas south from Viale Vignola.
An all-embracing sustainability strategy defines an ambitious strategy for the creation of an pedestrian environment, communal uses to strengthen social coherence and an ambitious energy strategy as drivers of the plan. Regarding mobility, a pedestrian environment is created though concentration of car movement at the sites extremities and through diversified parking solutions. Integrating pre-existing buildings for cultural and communal uses as witnesses of the sites past allows for low key strategies to open the site at an early stage of its development. Furthermore, the plan includes innovative strategies on microclimate and energy that will render the building operation Zero energy.
Within this framework, planning principles define a varied mix of different uses, urban typologies and architectural expressions. The concept results in a coherent urban ensemble, which remains highly adaptable to any future changes that might affect the development process. The plan sets out a flexible phasing strategy that ensures independence between private and public parties at each moment of the development. A financial strategy guaranties the feasibility of the project in every stage.
