Town-planning concept

New Tauras Hill Park, a history of respect.

a.- The outstanding situation of the existing building allows a unique visual from the city, but at the same time implies, in a project of these dimensions, an eminently horizontal profile . At the same time the building itself is like a wall that separates the park from the Old Evangelical Cementery gardens.
b.- To achieve a better slenderness in the architecture, and thinking in a more direct and clear connection between the park and the Old Evangelical Cementery gardens it is decided to fragment the program into three pieces (Main Hall, Small Hall and House of the Nation) joining together by a base (plynth) that acts as a continuous foyer. In this way a new visual connection of the territory with the city through a new green corridor is generated. These pieces are modeled in a polygonal shape and are oriented by responding to the diagonal visuals that are generated from the different arrivals to the park. This poligonal structure establishes an interesting dialogue with some of the icons of the city such as Gediminas Tower, the communications tower, or so many others faceted
buildings.
c.- The project is completed with a simple solution by extending the old evangelical cementery gardens to the base of the building as a garden roof, housing all the private uses of the complex. This operation generates a unique park as a result of the union of Tauras Hill and the Old Evangelical Cementery gardens.
d. - All the uses included in this continuous plynth are illuminated through a series of linear courtyards (patios) giving continuity to the existing sand paths of the Old Evangelical Cementery gardens that currently end abruptly and steeply. This project seeks respect through integration and at the same time increases public space. The project is completely adapted to the building limits established in the program, since the existing parking space is kept covering this garden roof that does not modify or alter any of the values of the Old Evangelical Cementery gardens, so the stained glasses are incorporated to the building.

Architectural concept

The concert centre will join together both tauras Hill Park and the Old
Evangelical Cementery gardens creating more than a building a urban
solution. The program is divided in premises with low height requirements
and the halls and cultural ‘House of the Nation’ that need higher volumes.
Architecture just follow this needs creating a roof garden in continuity with
the Old Evangelical Cementery gardens level for the low premises, and
a glass and wood envelope for the big ones. The building and Landscape
together create a sense of drama when illuminated, a new Icon in the city
as the light expands outside the Venue . The beautiful light of the sky during
summer nights will enter smothely through north facade, creating a perfect
and magical atmosphere for Music lovers.

Beurteilung durch das Preisgericht

The first prize design is a typology that offers the program in three legible volumes. The design stands out in the way the massing is contextually sensitive and as such reconnects the old cemetery to Taurus Hill. It opens up the upper part of the hill towards the city and the river in a very convincing way.

The design of the three volumes and the new plaza provides a clear and fitting intermediate level of detail between the city and the interior spaces. The public interiors have a clear public spatiality to them, promoting interaction. The foyer spaces have a strong and fitting presence in the context and increases the area of public space. The design re-establishes the relationship between Tauras Hill and the New National
Concert Hall on it, and other landmarks in the city. These qualities are of value to all inhabitants and visitors of Vilnius, also when the Concert Hall is not in use.

The jury is convinced that the first prize winner has proposed a solution that ensures functional communications and acoustic solutions that will satisfy the requirements for
an open, multifunctional art centre, featuring a premium classical music concert hall with natural acoustics in which the residing orchestra will be at home. The winning architectural
concept clarifies the site and is an outstanding and original design in terms of artistic expression. It will be a landmark and an attraction for Vilnius, the capital of the Republic of
Lithuania and the hub of cultural life in Lithuania.

The jury recommends that the client mandate the first prizewinner and develop the project further in order to fulfil the incredible potential of the architectural concept proposed
for the National Concert Hall in Vilnius. A further landscape design competition must guarantee the compatibility and coherence with the winning project. The landmark site of
Tauras Hill demands an intense collaboration between architecture and landscape design.
