Program Concept
The overall concept consists of two measures that connects the area to the surroundings and at the same time create new flow and movement opportunities. The urban concept consists of the green connection and the introduction of four urban attractors – urban hubs - that function as activity spreaders and assemblers.

The four hubs are The Cultural Hub, The Green and Recreational Hub, The Business Hub and the Market. All hubs are potentially seen as mixed use areas that take flavour from the overall theme of the location. The mixed functions are used to secure activities and urban life through out all waking hours.

The Cultural Hub
The Cultural Hub emphasizes the cultural aspects and activities of the Partnership Šmartinska and will become the cultural point of reference – not only for the area itself but also for Ljubljana city and the region as a whole.

The Green and Recreational hub
The Green Hub focuses on healthy lifestyles and sustainability. In this part of the Partnership Šmartinska we introduce health as part of an extended, sustainable approach. Spaces for physical activities, a sports knowledge centre and a knowledge centre for sustainability provide the practical - as well as the theoretical - aspects of sustainability being more than a question of energy recycling.

The Business hub
The Business Hub is the metropolitan and business orientated growth centre for the whole of Slovenia. This is where the national headquarters of the multinational, innovative cooperations will be placed as well as the location for smaller business’ that will thrive on being situated near the international firms.

The Market
The keywords for The Market are shopping and leisure with a strong market touch. The existing building structure is the point of departure for the vitalisation of the area and the transformed zone will keep its large scale, big box typology.

Central pedestrian promenade and multiple building blocks – hybrids

Two spatial prospects intended for pedestrians and cyclists give this proposal its distinctness. The project proposes four programmatic nodes (hubs), which would act as stimulators of urban development in the given area.

The proposal is planned as a network of densities (hubs) of particular programmes, namely culture, recreation, offices and retail. The otherwise interesting proposal, which tries to define and position key activities within the project area, is nevertheless not so successful from the aspect of intertwining and mingling particular programmes, since its rationale is built on separation of particular programmes on specified sites. In most cases of expansive areas, where the placement of various and different programmes is planned, the desired course of
action is »mixing« or merging of different activities in several nodes. Thus the general living quality of an area is enhanced and homogenisation of activities in different sites prevented. The cultural centre/hub is correctly positioned in the southwest part of the area (sites Velana/Kolinska), which make the site an attractive, connecting point between the »old« and »new« parts of the city.

From the aspect of healthy human environment and environment-friendliness, the scheme is well-planned. Recreation and leisure are in the central green part, which is linked to the green edge of the city. Elements of city forests are introduced, which are to be planted on the contaminated grounds. Planting functions as a cleaner (phytoremediation). Surfaces in the area are multi-functional (children\'s playgrounds, fields for adults, an arboretum of educational nature with a showcase of plants used in phytoremediation, facilities for educating adults about healthy living and safeguarding nature).

Because of the innovative method, which focuses on issues of content and arrangements of specific micro-places more so than other proposals, the evaluation commission awarded this proposal a reduced equal second prize.
