"At this excellent site with wonderful visual relationship to the old city of Tbilisi and the river Mtkvari we propose an architectural icon presenting itself to the city, seemingly growing out of the surrounding rocks. The main body of the building consists of a 5 story base and two smaller towers. The individual floor levels rotate ascendingly, affording the inhabitants optimal visual contact to the surrounding environment and creates an exciting dynamic impact when viewed from afar. The building unfolds progressively and "unfurls" its function to the attention of the city."
