Insights / Outsights focuses especially on how the create public spaces and places to meet in Harstad, by using the contrasts in the natural process of seasons change.

Insights / Outsights seeks to appoint potentials in the existing Harstad, and set a guiding framework for gradual development of the city. The process plan is based on the city`s resources; a vibrant cultural scene and lively community finding its way and space, constantly faced by the extreme nature surrounding it. The concept is therefore to develop public spaces that facilitate this meeting of culture and nature.

The jury believes that the project has captured the cultural forces of the city and given it an expression that can inspire to an informal development of the central urban area.
