Best project in the "Public Choice" selection.
The proposed master plan stitches back together the disconnected urban fabrics. While the western shore works as a breeding ground for sports and extensive activities, the eastern shore is transformed into a lively urban zone, allowing the current and future residents of the city to enjoy the sea and its waterfront. Linking the two shores is the historic market square; an important element is the city’s identity, therefore it is kept intact with only minor circulation improvements. Moreover, new clusters of economic activities are arranged along the waterfront that will generate leisure, culture, recreation and social interaction and consequently new employment in a broad range of sectors.
The harbor transformation is supported by the reorganization of transit networks and logistic systems. In the new functional concept, cargo traffic and passenger vehicles awaiting boarding, no longer have to stay in parking areas and occupy large valuable space adjacent to the loading deck. Instead, a centralized underground network will permit their direct connection from a more suitable, less valuable space located in underground parking and remote parking areas. To better service the new development, the public transport system is also extended with a new tramline along the eastern waterfront. In addition, a new, multi functional terminal is located next to the Katajanokka terminal. Together with Olympia terminal they guarantee the harbor’s ability to allow passengers to reach the city center by boat, the second most important concept of the city’s identity.
The eastern shore will become an urban waterfront that reclaims the city’s grid. The new structure will accommodate buildings with mix-use functions. The typology must bare in mind the human scale and permit the passage of the wind from the sea and more importantly the access of the residents to the sea. The buildings‘ angular form creates intimate, public spaces that contribute to the overall feeling and sense of place and locale.
While the eastern shore is transformed into a lively urban zone, the western shore works as a breeding ground for sports and extensive activities. Ehrensromintie Street gives its place for the extension of Laivasillan puistikko and Myllyrinne Park. Laivasillankatu Street is transformed into a green corridor and only the tramline is kept in its place. The historic Tahtiominmaki vuori Park is connected to a new urban beach in place of Makasini terminal by a human corridor. The new urban beach uses hydrothermal energy compiled to geothermal energy from the ventilation system of the underground spaces. This provides a sustainable solution for using the space the whole year.
The historic market square is an important element is the city’s identity. It is forming the urban profile that defines Helsinki. Maintaining this historic cultural value is important. Therefore, the market space is considered an open, multi functional space. Only minor circulation improvements are suggested for improved pedestrian connection indicating the continuation of Espalandi Park to the new museum and Katajanokka.
A necklace of cultural attractions is arranged around the harbour. The most important of which is a Gugenheim Gallery, a new landmark building, that concludes the Esplanadi Park. This museum will become a regional destination and international attraction. The proposed network of interwoven public spaces, forming civic places and unifying the new waterfront, is an opportunity for the city to reclaim the waterfront for a local use, while maintaining its passenger Harbour function.

Beurteilung durch das Preisgericht

The general architectural solution is realistic, but strong and modern. The entry includes valuable new ideas for the development of the area. The entry fits the urban context and its cultural and historical values, creating a new valuable layer to the city. The scheme creates enough pleasant and varying environments by the sea. The whole area would attract users in all seasons and the scheme includes great park areas for people. Pedestrian and bicycle traffic routes and areas are considerably improved. The scheme is spatially coherent and the dimensioning is fitting.
The line of transversal buildings by the Katajanokka waterfront is lively, creating exciting views. The terraces and park deck at the foot of Tähtitorninvuori would form a fantastic place. However, this would require too much shrinkage in port traffic. The waterline promenade creates a nice whole.
Many experiences made possible by the scheme would be inspirational. The environment becomes pleasant for pedestrians and cyclists. The traffic areas and structures are visually generally suitable in the environment. The room programme is realised with suitable quantity and without mistakes, taking into consideration, for example, public building and studies of additional building possibilities. However, the small boat port in front of the Market Square does not fit.
The traffic scheme sadly does not function: there are no waiting areas for incoming cars to the boats within the area and the Laivasillankatu tunnel would be very expensive. Also, the new tramline on the Katajanokka side is not possible. The suggested port activities do not quite work, restricting a lot the functioning of the port. It would, however, be easy to build the scheme in stages.
