The proposed site transformation is part of a large-scale vision that reinterprets the long-term shape of the valley bottom area, rediscovering and enhancing its latent order and the distinctive elements of the region: the topography, the hydrographic network, and the agricultural pattern.
The new residential district presents an opportunity to create a continuous public space by establishing a network of connections between upper and lower Varna. This network will consist of gardens, new pedestrian pathways, and communal areas at the ground level of the residential buildings.
The residential system is situated between the two main squares and features a public pedestrian axis that runs through it. The topography of the barracks site serves as a framework for the new neighborhood: the sequence of existing terraces allows for the organization of neighborhood spaces that are both appropriately sized and accessible to the community while maintaining a domestic feel.

Beurteilung durch das Preisgericht
Das Projekt weist eine klare Grün- und Freiraumgliederung mit einer strengen Terrassierung von Nord nach Süd auf.
Die Platzgestaltung im Norden unter Einbindung der vorhandenen Bausubstanz und der Aura des Ortes ist von höchster Qualität. Die im Nordosten an der Brennerstraße zum alten Ortskern hin abgestufte Freiraumsituation mit einem kleineren Platz beim Offiziersgebäude und dem größeren, mit Bäumen bestockten zentralen Platz werden in Bezug auf die öffentlich nutzbare Freiraumsituation in Vahrn positiv bewertet.
Im mittleren und südlichen Teil durchfließt eine zentrale Frei- und Grünraumachse das neu zu schaffende Quartier. Durch die strenge Terrassierung entstehen an den jeweils westlich und östlich dieser Achse situierten Gebäuden klar zugeordnete Grün- und Freiräume, die eine je nach Gebäudenutzung individuelle Freiraumsituationen erzeugen.
Durch die Terrassierung entsteht jedoch eine nach Osten gewandte Geländekante, die das Quartier zur Alten Straße hin deutlich abgrenzt. Ebenso wird diese Geländekante aus Sicht des Orts- und Landschaftsbildes kritisch gesehen.
Die Anforderungen an die mikroklimatische Situation und das Regenwassermanagement sind erfüllt.
In Bezug auf die etappenweise Realisierung wird die erste Umsetzungsphase kritisch gesehen, da die Konzentration von öffentlichen Nutzungen auf dem Exerzierplatz überzogen erscheint. Eine qualitätsvolle und funktionierende Belebung und Bespielung des Platzes und die dafür erforderliche Frequenz durch Bewohnerinnen und Besucherinnen im Norden erscheinen nicht realisierbar.
Die Umgestaltung der Alte Straße zugunsten einer sanften Mobilität und die vorgeschlagene Lösung für den ruhenden Verkehr werden positiv bewertet.
