Description

The Supreme Court, through the continuing appropriation for the Updated Enterprise Information Systems Plan (EISP), intends to apply the sum of Two Hundred Eleven Million Seven Hundred Ten Thousand Pesos (₱211,710,000.00) inclusive of Value-Added Tax (12%), being the Approved Budget for the Contract (ABC), to payments under the contract for the Design, Development, and Commissioning of the Regional data Centers in the Cities of Tagaytay, Lapu-Lapu, and Davao (Project). Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Supreme Court now invites bids for the above-stated procurement. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders and Section III. Bid Data Sheet. Bidding will be conducted through the open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act.” Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of R.A. No. 9184.

Interested bidders may obtain further information from the Supreme Court, and inspect the Bidding Documents at the address given below from 9:00 a.m. to 4:00 p.m.

A complete set of Bidding Documents may be acquired by interested bidders starting April 23, 2017 between 9:00 a.m. and 4:00 p.m., from the address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the Government Procurement Policy Board (GPPB), in the amount of Thirty-Four Thousand Pesos (₱34,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Supreme Court, provided that bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

The Supreme Court will hold the Pre-Bid Conference on May 2, 2017 at the OCA Conference Room 1, 3rd Floor, Supreme Court Old Building, Taft Avenue, City of Manila at 2:00 p.m, which shall be open to all interested parties.

Bids must be delivered to the address below on or before May 16, 2017 at 12:00 noon. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall immediately follow at 2:00 p.m. at the OCA Conference Room 1, 3rd Floor, Supreme Court Old Building, Taft Ave., Manila in the presence of the bidders' representatives who choose to attend at the given address. Late bids shall not be accepted.

The Supreme Court reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
