الإختيار على أساس التكلفة الأقل

قامت وزارة التربية والتعليم العالي بتوفير تمويلا من خلال وزارة المالية والتخطيط من أجل " الاشراف على انشاء مدرسةاللبن الأساسية للبنات- جنوب نابلس"، وعليه تعلن وزارة التربية والتعليم العالي عن طرح العطاء التالي:

1-   يمكن للمكاتب الاستشارية التي تتوفر فيها الشروط التالية المشاركة في العطاء المذكور:

*  أن يكون مسجلا في نقابة المهندسين كاستشاري بتخصصات عمارة أبنية، إنشاء مباني، ميكانيك وكهرباء.

*  يمكن للمكاتب الاستشارية المسجلة بمجالات عمارة الأبنية وإنشاء المباني على الأقل التآلف مع مكتب استشاري آخرلتغطية  التخصصات الأخرى( كهرباء وميكانيك) فقط، على أن يكون التآلف معتمداً من نقابة المهندسين ( لا يقبلالتآلف بين تخصصات عمارة أبنية وإنشاء المباني).

الحصول على وثائق العطاء: يمكن للراغبين بالاشتراك في هذا العطاء الحصول على وثائقه من المقر الرئيسي لوزارةالتربية والتعليم العالي، المبنى القديم، الطابق الثاني، دائرة العطاءات والمشتريات، غرفة رقم 223، خلال اوقات الدوامالرسمي مقابل 20 دولار ثمن نسخة العطاء يتم إيداعها في بنك فلسطين لحساب إيرادات وزارة المالية – وزارة التربيةوالتعليم العالي، حساب رقم (13/219000) لغاية يوم الخميس الموافق 26/07/2018م كرسوم غير مستردة وعلىالمكتب الاستشاري أن تكون لديه شهادة تصنيف كمكتب استشاري و/أو اتفاقية تالف بحيث تكون شهادة التصنيفواتفاقية التالف ساريتي المفعول وصادرتين عن نقابة المهندسين عند الإيداع.

كفالة دخول العطاء : قيمتها حسب ما هو مبين في الجدول أعلاه، وتكون على شكل شيك بنكي مصدق أو كفالة بنكية،ويكون عرض السعر ساري المفعول لمدة 120 يوم والكفالة سارية المفعول لمدة 150يوم من تاريخ الإقفال على أن تكونالكفالة لصالح وزارة التربية والتعليم العالي.

زيارة الموقع: سوف تنظم زيارة ميدانية للموقع في الموعد المحدد في الجدول أعلاه ويكون الالتقاء في مقر مديريةالتربية والتعليم العالي ذات العلاقة الساعة العاشرة صباحاً.

الاجتماع التمهيدي: سوف يتم عقد اجتماع تمهيدي للرد على استفسارات الاستشاريين المشاركين في العطاء في الموعدالمحدد في الجدول أعلاه في الموقع وبعد زيارة الموقع مباشرة.

  تسليم العروض: يتم تسليم العروض في مقر وزارة التربية والتعليم العالي في رام الله، الماصيون شارع المعاهد –دوارالمغتربين-المبنى الرئيسي- الطابق الثاني-غرفة رقم 223-دائرة العطاءات والمشتريات،  في ظرف مغلق ومختومومكتوب عليه رقم العطاء واسمه مرفقاً بتأمين دخول العطاء ويودع في صندوق العطاءات في موعد أقصاه يوم الأربعاءالموافق 15/08/2018م الساعة الحادية عشرة صباحا.

موعد فتح العطاء: الساعة الحادية عشرة من صباح يوم الأربعاء الموافق 15/08/2018م في جلسة علنية في دائرةالعطاءات والمشتريات في مقر وزارة التربية والتعليم العالي- المبنى القديم.

          شروطعامة: 1- أجور الإعلان والنشر على من يرسو عليه العطاء على أن تدفع عند توقيع العقد.

                  2- إذا وجد تعارض في المعطيات بين وثائق العطاء وإعلان الطرح في الصحف تعطى الأولوية لإعلان الطرح.

                  3- الأسعار شاملة لجميع الضرائب بما فيها ضريبة القيمة المضافة.
