Jadrová a vyrad'ovacia spoločnost', a.s. (JAVYS, a.s.) hereinafter referred to as "the Client", has received a grant from The Bohunice International Decommissioning Support Fund (BIDSF), administered by the European Bank for Reconstruction and Development (EBRD) towards the cost of the Project A1-7 – "PMU Consultant Phase 7".
The objective of the A1.7 project is to secure continuation of V1 NPP decommissioning after year 2014 in providing consultancy services in the area of engineering, planning, preparation, procurement and implementation of the individual BIDSF projects related to V1 NPP decommissioning Stage 2 in accordance with the Slovak Law and Legislation.
Services will include, but are not limited to the following:
• providing highly qualified and constructive input into various 2nd Stage Decommissioning documentation
• support regarding cost estimation of overall V1 NPP Decommissioning
• provide constructive and value added support in engineering, procurement and management activities of the PMU
• identify in a timely manner potential projects' issues and recommend methods for solving them
• strengthening the Client's capacity in performing its activities
• training staff and transferring skills

Potential extension of the contract for 4 years of services will be subject to (i) the agreement between the Client and the Bank establishing the necessity of follow-on services; (ii) the review and assessment of the Consultant's quality of the performance to be conducted by the Client; and (iii) satisfactory conclusion by the Client on the assessment of the Consultant's performance
Assignment Start Date and Duration:
The assignment is expected to start on 1st January 2015 and shall end on 31st December 2016.
Funding Source:
The Contract is going to be financed in accordance with the procedures settled on BIDSF grant, administered by EBRD and maximum Project budget available is approx. 3,650,000 Euro.
Eligibility:
Consultant selection will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the BIDSF Rules and will be open to tenderers from eligible countries as of 1st January 2014: the European Union member states, Switzerland and the EBRD's countries of operations.
The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
The independence and integrity of a consultant is a key condition for receiving full, fair and unbiased advice or assistance. Therefore the Client will identify and assess the cases of potential conflict of interest as soon as possible, preferably before the establishment of the short list. If the Client will be able to establish that there is conflict, the consultant concerned will not be considered for the short list and subsequently for the assignment.
Consultant Profile:
The firms shall demonstrate relevant project experience, knowledge and qualification in the following areas:
• Nuclear Technologies Engineering, Dismantling, Demolition and Decontamination
• Pressurized Water Reactor (PWR) Decommissioning, type VVER
• International project management
• International Structure for Decommissioning Costing (ISDC)of Nuclear installations
If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture (partnership or consortia) with other international and/or local firm. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner.
