      The Town of Caledon (the “Town”) wishes to undergo a LEED (Leadership in Energy and Environmental Design) gap analysis for the Town Hall against the most recent certification program (LEED V4) to determine the feasibility and certification level that the Town Hall could achieve.

       

      The Town is soliciting Bids from qualified and experienced service providers to determine the feasibility and conduct a gap analysis of Caledon’s Town Hall to achieve LEED V4 certification (the “Work”). Town Hall is located at 6311 Old Church Road, Caledon East, ON (the “Facility”). The Facility is approximately 60,000 square feet, comprised of office space, council chambers, café, Provincial Court House and associated offices. The Facility was originally constructed in 1974, with an expansion in 2002. The HVAC system at Facility is controlled by reliable controls Building Automation System (BAS) and is currently serviced by Set Point building automation Inc. The Facility underwent a successful re-commissioning exercise in 2013, resulting in significant energy savings.

       

      To be successful, Bidder must meet the following mandatory requirements:

      • have at least two (2) years’ experience working with LEED project design and certification, mechanical and electrical design, building science and commissioning and energy efficiency including achievement of LEED certified projects

      • Be certified in LEED AP OM through the Canadian Green Building Council with the 2009 or V4 Reference Guide

      • have demonstrated knowledge of LEED V4 or LEED AP OM V4

      • have completed at least one (1) LEED related consulting project in a municipal environment within Ontario within last five (5) years

       

      The successful Bidder (the “Vendor) shall provide all labour, material and equipment necessary to complete the Work in a timely fashion that is acceptable to the Town. The Work is to be undertaken in four phases:

      1. Site Meeting and Tour,

      2. Policies, Procedures and Operations Review & Feasibility Report,

      3. Facility Expansion Assessment applicability to LEED EB O&M Certification

      4. Wrap Up Meeting.

       

      The Vendor will prepare a LEED for Existing Buildings Operation and Maintenance (LEED EB O&M) feasibility report that includes a description of the prerequisite credits, assessment of 110 potential credits, recommended level of certification, an action plan to certification, and a Gantt chart outlining a proposed timeframe. The Vendor is also required to provide advice on an upcoming Facility expansion project, and its applicability to the LEED EB O&M certification.

       

      The intent of this RFT is to hire one Vendor for the entire Work. The Contract is scheduled to begin in November 2014 and the final report is targeted for May 2015.
