The City of Tampa will receive sealed bid/proposals from qualified firms or individuals to furnish the goods and/or services identified in the specifications document.
Scope of Work: The City of Tampa Wastewater Department desires to obtain Design-Build Services to complete the replacement of the Harbour Island Force Main located between the Harbour Island Bridge and the Howard F. Curren Advanced Wastewater Treatment Plant. Services will be provided under a contract with negotiated fixed fees for a route study, final design, easement acquisition, permitting, public outreach, project management, overhead, profit, and a guaranteed maximum price with appropriate surety bonds.Services will also include, but not limited to, engineering investigations, site planning, cost estimating, advertising and administration of subcontracts, start-up, O&M manuals, training, and all related work required for a complete project. Background:The Harbour Island Force Main was placed into service 1951.The force main conveys wastewater from the Krause Street Pumping Station in Downtown Tampa to the Howard F. Curren Advanced Wastewater Treatment Plant. The original pipeline consists of 11,134 LF of mostly 54” reinforced concrete pressure pipe. Three segments of the pipeline have been previously relocated due to development. Approximately 8,910 LF of the existing pipeline is to be replaced or rehabilitated.The scope of the design-build contract will include:1.Route study for the selection of the best alternative location.2.Route study should include public acceptance, safety, maintenance accessibility, use of existing right-of-way, environmental impacts, permitting complexity, traffic impacts and potential for contaminated soil or groundwater3. Complete design of selected alternative route.4. Complete permitting through all local, state, and federal agencies.5. Easement acquisitions including all surveying. 6. Construction of selected alternative 7. Public Relationship activities needed to maintain a positive response to the project from affected neighborhoods.Construction Cost Estimate is $25,000,000.A pre-submittal conference will be held at 3 PM, Monday, June 12, 2017, in the 3rd Floor City Council Chambers, Old City Hall 315 E.
