‘PROMENADE DES CRÊTES’, GENEVE
The wining proposal from PROAP is based on the definition of a strategy that leads to a drawing, this strategy defines a flexible, evolutive and sustainable implementation of the project.
From the moto “CONTINUITÉ DU TERRITOIRE AU DÉTAIL” (Continuity of the territory at detail) the proposal materializes a conceptual process that begins in the landscape, creates the architecture from the landscape, and leads to the landscape again from the architecture.
The first theme is about the specifics of the site. The intervention area is a space between two realities, topographically and geomorfologically different. The topography, that emerges directly from a geomorfological process, defines the longitudinal continuity of the area of study. It is this condition of a territory that is detached, is a fracture, a discontinuity between two areas that are directly adjacent, that defines the site as a autonomous entity.
The slope, very steep in most of the area, is another theme, as it creates a interruption between the functional and programmatic continuities of the areas above and below it.
"Continuity" is referred because of its recognition as a value in itself.
This territory owes its continuity, almost never interrupted, to the fact that it was ignored by the development and evolution processes, which marked deeply the territories above and below it.
The studied area is in this way a subsisting zone, excluded from the contiguous transformations by inefficient contribution. This workspace owes its integrity to this almost arbitrary fact, while allowing it to be envisioned as a great pragmatic transformation process.

Beurteilung durch das Preisgericht

The Jury is convinced that the winning project possesses all of the qualities required to meet the expectations of the owner executing this project and recommends:

‱ that it be properly coordinated with the forthcoming studies and related projects
– notably: Pont-Rouge railway station, the sector covered by the SOVALP district PLQ plan and the competition for the school, plus the developments in the Surville PLQ plan – so that the Promenade des CrĂȘtes project will fit as neatly as possible into its context and maintain coherence with the area as a whole;

‱ that serious consideration be given to the Grand-Lancy road crossing since it
represents a major discontinuity. And if the need for a grade-separated crossing – which appears not to have been sufficiently demonstrated – is called into question, that an alternative be found;

‱ that consideration be given to whether it is appropriate to maintain the works road at the foot of the embankment;

‱ that the continuing studies relating to the project focus on the entire project area, and that on the basis of an overall plan, the first stage in creating the Promenade – in line with the urban development measure – be examined and decided;

‱ that the connection between the Parc Chuit and Lancy-Pont-Rouge railway station, which involves a difference in height, be made without recourse to mechanised solutions. Several ways of bridging this height difference may be examined and proposed for different modes of travel (separate links for pedestrians and cyclists, etc.);

‱ that further careful consideration be given to the vegetation along the Promenade, which should be assessed in terms of different situations and comply with the policies adopted at Canton and Commune level.

CONTINUITÉ DU TERRITOIRE AU DÉTAIL

The project offers a specific, global and detailed approach towards the route of the Promenade des CrĂȘtes, focusing particularly on the geomorphology of the site, on the many cultural traces of the present and the past, and on the varied network of transport routes. In so doing, it identifies the features and elements of this public space that provide continuity on the slope that forms this break in the topography.

A construction system, in the broad sense of the term, is proposed for the Promenade, emphasising spatial continuity but at the same time reacting locally to variations in the slope on the site and connecting the many existing transverse relationships. Variations are made to a prefabricated concrete base construction element to accommodate a variety of situations. The width of the construction system reacts to the gradient: where the slope is steep the path remains narrower, but it widens out where the terrain permits. The perception of the landscape is differentiated all along the route of this new infrastructure which becomes part of the terrain. The variety of surfaces adopted shows how the profile is distributed among different users (pedestrians and cyclists). The woodland running along the Promenade varies according to the nature of the section concerned. Here, the Jury has doubts about the consistency of representation between the plan and the perspective drawings showing the vegetation concept : the woodland appears to be quite dense on the plans, whereas the perspective drawings suggest spaces with sparse woodland. The concept described is not sufficiently consistent with regard to the vegetation themes and needs to be considered in greater depth. Whilst the Jury approves the route of the pathways, and the emphasis on viewpoints that take advantage of areas with few trees and the very limited vegetation clearance, it regrets the lack of detail concerning planting, notably regarding how biological values and infrastructure-related constraints are to be taken into account.

Considering the space to be a unit of territory, the project also makes allowances for the densification of the adjacent districts, demonstrating how it fits into the current situation and future situation. It proposes developments of the public space that vary according to the stages of development, reacting sensitively to the various situations through the use of terracing, balcony sections and houses. The underpass beneath the Grand-Lancy road is convincingly presented, but may not prove necessary. On the other hand, the mechanised link between the pathway leading to the future Pont-Rouge railway station and Surville Park is considered inappropriate, and needs to be reviewed.

The project is successful in discreetly urbanising this piece of landscape. It has the capacity to strengthen its identity, which is comparable to the scale of the Geneva territory at La Rade or around the airport. It will provide accessible recreation areas amid urban countryside. At the same time, it is strong enough to absorb the pedestrian and cyclist flows which, with the arrival of the CEVA railway station at Lancy-Pont-Rouge, are set to increase significantly. The graphic quality of the plans and the project explanations are thorough, convincing and engaging. It clearly reflects the project originators’ clear and respectful attitude towards the site.
