in the amount of PLN 1,500,000 gross, and the Award in the form of invitation to negotiations according to the negotiated contract procedure for the service pursuant to the selected contest project is awarded to:

In the final voting on the award of the First Prize, within the framework of the assessment criteria, the contest project achieved the highest number of votes (points), namely seven (7) out of twelve (12) voting Jurors.
The Jury decided to award the First Prize to contest project number 001.
Information about Contest Project 001
Main theme: rocks in the park.
The whole project smoothly passing into the park greenery from the west, connecting to the Park (Planty) belt from Jana Pawła II Avenue and Czerwona Droga Street via several green corridors. Main access to the building from the side of Solidarności Avenue.
Vehicle traffic support via a surrounding ring, according to the guidelines stipulated in the contest terms. According to the guidelines from the Jury, the traffic ring has been extended to allow queuing of TIR vehicles from the west.
The building provides for full pedestrians access, also from the side of Wały Generała Sikorskiego Street.
The building has been designed with a connection to the extended CSW building, with an option of connecting underground car parks of the designed building with the car parks of CKK Jordanki and CSW.
The entrance to the main Festival Palace building has been located at the axis of the investment. The entrance via representative stairs to Piano Mobile, according to the guidelines for phase I project.
Independent access to particular facility functions from the ground level.

As compared to Phase I, the entire investment facility has been thoroughly redesigned, with the main Festival Palace building also connected to the Market into one functional whole. The most significant modification vs. the original concept involves the transfer of the entire gangways with the “Camerway” proposed by the authors to levels 0 and +1 Piano Nobile, according to the guidelines. This provides for both better connection among the functions inside the facility, and for their connection to the space in front of ECFC.
The modification also provides for multi-level access to the facility from various places of the Festival Square in front of the building. An interesting solution is offered by opening the roof in the foyer space of the gallery at the ground level, and designing a pass into it from the northern side of the facility.
The outer finishing of the building is without change, whereas the amended design assumes an increase to glazed areas to provide more sunlight inside the building.
Justification of grading (allocation of a specific grade to the project) and award of the First Prize
The First Prize was awarded for the best meeting of the Contracting Authority’s expectations in the context of jointly analysed assessment criteria with respect of Contest Projects. Project 001 most attractively meets very complex programme assumptions in demanding conditions related to location of the facility. The concept of multifunctional common areas harmoniously composes with the desired typology of scattered buildings. This allows for proper spatial relations with the festival square and the park. Dynamic shapes of the buildings give an opportunity for creating a distinctive, modern landmark in Toruń.
