    The aim of this commission is to develop vision options for \"Waterloo City Square\" in South Bank. The extensive public realm in and around the BFI IMAX roundabout and Waterloo Road is an eyesore, whilst the complex labyrinth of spaces, links and routes stretching from subways to street, squares and raised walkways is confusing and unwelcoming for pedestrians. This commission seeks to develop ideas on how to create a unified and quality public environment worthy of the areas national and international significance. The focus will be on improving accessibility and connections to transport interchanges; enhancing walking routes; and creating a world-class, welcoming and safe urban environment.

      The competition is open to all professional designers, who are invited to create a consortium or team of other professionals able to demonstrate both the technical ability, experience and financial and economic standing required to deliver the redevelopment of Waterloo City Square. The client will be expecting submissions only from teams which includes at a minimum the following professional design team members: • Building (Architectural) Designer (also act as design team leader and coordination) • Landscape Architect/Urban Designer • Lighting designer/Architect • Civil and Structural Engineer • Electrical and Mechanical Services Engineers - (to include energy efficiency adviser) • Security Design Consultant • Disability Access and Inclusive Design Adviser • Transport/Highways Engineering and Design Advisor • Pedestrian movement consultant. It should be advised that it is SBEG′s intention to publish this notice to obtain expressions of interest. SBEG intend to issue issue pre-qualification documentation to all expressions of interest. Outline programme dates are: Issue of OJEU Notice - October 2007 Issue PQQ - December 2007 Receipt of completed PQQ - January 2008 Issue Brief and supporting documentation for Design Competition - February 2008 Tender Returns - March 2008 Award and Appointment of Design Team - April 2008.

      Objective criteria for choosing the limited number of candidates: It is envisaged that four participants will be shortlisted and invited to participate in the restricted contest to submit design concept proposals for the Waterloo City Square. The criteria for the selection of the shortlisted participants will be those who demonstrate the technical ability, previous experience and financial and economic standing necessary to undertake the project. If more than four teams are successful against this criteria, an interview may be conducted to assess suitability for entry to the shorltist. If an interview approach is adopted, the criteria for selection shall include: previous relevant experience, qualifications and experience of individual team members, approach to project and fee for project.
