The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the New Model University Project and intends to apply part of the proceeds for consultancy services for construction of the new campus of the Vietnamese – German University (VGU) in Binh Duong province, Vietnam.
The consulting services ("the Services") include:
The General Design Planner consultant has to provide a professional team/sub-partners with the following disciplines:
· Architect and Urban Designers;
· Civil Engineer included Infrastructure Engineer
· Building Engineer (MEP)
· Lighting Engineers
· Landscape Architects,
· Acoustic Engineers
The appointed Consultant must provide for the period of service from 02/2013 till 11/2017.The service in all disciplines for the following planning stages according to the Vietnamese building and construction law:
· Schematic Design Development / Master Planning 1/500 scale (for phase 1 and phase 2);
· Basic Design / Planning Application (for phase 1);
· Construction Documentation (for phase 1).
The Project Management Unit of New Model University Project, Ministry of Education and Training now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Eligibility: The selection of the 6 eligible participants of the competition will be selected under the criteria at the Word Bank Guidelines clause 1.11 for the Eligibility. Any conditions for participation shall be limited to those that are essential to ensure the firms capability to fulfill the contract in question.
b) Technical performance potential: brochures, documentation, description core business and years in business, qualification in the field of the assignment, technical and management organization, general qualification and number of key staff, CV for proposed key staff, performance experiences including experience in similar assignment, experience in similar conditions, availability of appropriate skill staff, form of association, "references comparable to the competition tasks";
c) "other references".
d) Artistic performance potential and professional knowledge required assuring quality of planning and execution (The data furnished with the list of the project references and the project drawings/ 3D references on maximum three copies of DIN A3 sheets).
e) Economic and financial potential: average net annual turnover (in USD) over the last three calendar years for comparable planning services.
