    Execution of Front End Engineering Design Study (FEED Study) for the offshore wind farms “Hochsee Windpark Nordsee” and “He Dreiht” in the German North Sea consisting of up to 199 wind turbines. The two projects “Hochsee Windpark Nordsee” and “He Dreiht” shall be considered as one taking advantage of possible synergies and economies of scale throughout all phases of the projects

    Execution of Front End Engineering Design (FEED) Study as major input and basis for further project planning and investment decision for the offshore wind farms “Hochsee Windpark Nordsee” and “He Dreiht” in the German North Sea situated approx. 85 km north of the island of Borkum. Both wind farms contain 80 wind turbines each. As extension of He Dreiht there are currently a further 39 turbines sites in the consenting process. Together the wind farms will comprise a maximum of 199 wind turbines. Content of FEED-Study: — Set up and evaluation of several design concepts (park layout, type of foundation, concepts for platforms, installation procedures, maritime logistics, etc.) for selected wind turbine classes to assess viability of technical and commercial aspects. — Based upon professional modeling, reducing the complex matrix to a small number of recommended concepts and ranking those showing the best return on investment. — Consideration of Total Cost of Ownership: erection, operation, decommissioning (including risk analysis). — Identification of the risks and costs drivers as well as sensitivity analysis with regard to the project return. — Providing major input to the “Design Basis” according to the demands of “Standard – Design of offshore wind turbines” (BSH 2008) and “Standard – Ground investigations for offshore wind farms” (BSH 2007), both edited by Bundesamt fuer Seeschifffahrt und Hydrographie, BSH, Hamburg, such as optimized park lay out and preliminary design concepts for the wind turbine foundations and the offshore substation. Elaboration and recommendation of "design concepts" shall include but not be limited to the consideration / optimization of: — Wind turbine type. — Micrositing: Park layout and energy yield. — Foundation type. — Concept and design for platform and substation. — Installability: Vessels, port layout, etc. — Inter array grid and interface to export grid owner (Transpower). — Operation and Maintenance incl. among others evaluation of crew transfer concept (vessel types, helicopter transport, accommodation platform, harbors) and maintainability of wind farm components. — Health and Safety, Quality and Certification issues. — Main market drivers as input to Procurement strategy. Employer requires high degree of transparency during all steps of the work, especially during modeling and description of evaluation criteria. Close interaction with Employer’s offshore experts is essential. Delivery dates: Results as Input for Design Basis: Q2/2010. Results as basis for procurement strategy and investment decision Q3/2010.
