Ringerike municipality invites turnkey contractors to participate in a tender contest above the EEA threshold value in accordance with the regulations, parts 1 and 3 for the project ‘Ullerål school and multi-purpose hall’. The objective of the tender contest is to procure a turnkey contractor and his contract partners for the engineering design demolition of the existing buildings, construction and commissioning of the school. An execution model based on a ‘development contract/collaboration contract’ has been chosen for the project. The municipal council in Ringerike municipality has decided that a new primary school shall be planned for 1st to 7th years with a multi-purpose hall.

II.2.4)Description of the procurement:
The objective of the tender contest is to enter procure a turnkey contractor with contract partners for the engineering design, construction and commissioning of the school. The chosen implementation model for the project is development contract/partnering contract.

The school shall have a total of 550 students in the 1st — 7th years, and an reception class of 40 pupils.
The project shall resolve the following assignments:
School.
Multi-purpose hall of handball size (gym hall).
Outdoor area.
Demolition of the existing building.
To facilitate an optimal project within the applicable investment framework, the solution proposal shall be prepared in a development phase/collaboration phase in cooperation between the Builder, users and tenderer. In this phase, the project shall be quality assured against the requirements set in the tender documentation.
The total estimated area for the school is 6 349 m2 gross, with a multi-functional hall of 2 143 m2 gross, this will be further defined in the room and function programme. Some of the existing school shall be kept and connected to the new building, this part is approx. 783 m2 gross. The project consists of a total of approx. 5 566 m2 new building for the school, 2 143 new building for the multi-purpose hall and possible measures in the existing school building. The tenderer must assess in the competition what measures are appropriate in the building that shall be kept. The contract will also include demolition work of existing areas.
We would like the project to fulfil the energy and environmental requirements in TEK17. The energy and environmental strategy for the project will be in the tender documentation.
As a starting point the expectation is that the project can be carried out within the price level described in the Norwegian Price Book 2016 for schools and multi-purpose halls. The project is subject to be approved by other public authorities and it can be carried out within a total project cost in accordance with the Action Programme 2015-2018. The project is subject to political approval in the municipal council and to a final decision on the development plan for the area.
