The successful single supplier will be awarded a separate contract with each Council.
A fundamental requirement is the development of a tri-partnering-type arrangement between the successful consultant and the 2 Councils. This will further develop the continuous improvement and performance in overall service provision that both organisations have demonstrated under the previous professional services contract.
A partnering type culture supports the establishment of a single delivery resource, nominally between the consultant and the respective Council but equally between the 3 organisations. This would be founded on the combination of the services of the consultant with the 2 Council's own in-house resources to work jointly on delivering a range of engineering construction and transportation based services, functions and projects. There will also be elements of the services that would require the consultant to provide a professional lead.

II.1.5) Estimated total value
The estimated overall value of the contract is between 1 000 000 GBP and 32 000 000 GBP. The estimate has been based on a profile of fees through the current ‘Engineering Services Consultancy Contracts’ with Bournemouth Borough Council and The Borough of Poole since November 2013 to the contract completion in October 2017.
The estimated contract value makes provision for each of the named authorities annual capital and revenue funded programmes and engineering-based services, together with supplementary funding that has been awarded through grant awards from the Department for Transport (DfT), the Department of Environment, Food and Rural Affairs (DEFRA) and the Dorset Local Enterprise Partnership (DLEP).
