Description
1. The Mindanao Development Authority through the general Appropriations Act 2017\] intends to apply the sum of Php23,000,000 being the Approved Budget for the Contract (ABC). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The Mindanao Development Authority now calls for the submission of eligibility documents for PROCUREMENT OF CONSULTANCY SERVICES FOR THE METRO DAVAO URBAN MASTER PLAN . Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 25 July 2017 (12:00 NN) at Mindanao Development Authority, Old Davao Airport Terminal Building, Old Airport Road, Km. 9, Sasa, Davao City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 

The primary objective of the project is to produce an Urban Master Plan for Metro Davao which can be presented visually and shared virtually. When completed the Master Plan will: 

a. Identify the comparative strengths and functional roles of the different areas within Metro Davao with the end-goal of complementation and alignment of policies, programs and projects 

b. Identify solutions to shared challenges including transport efficiency, provision of urban services, among others 

c. Aid national agencies, Local Government Units, and the private sector in planning and implementing development endeavors within Metro Davao and its influence areas;

d. Serve as a guide for Local Government Units in updating their respective Comprehensive Land Use Plans (CLUPs) taking into account the land use and socio-economic dynamics not only within their political boundaries but the impact and influence of adjacent areas as well.

e. Promote and facilitate more investments and economic activities within Metro Davao and the adjacent areas

f. Support the creation of more formal alliances between the Local Government Units especially on matters pertaining to policies and regulations 


3. Interested bidders may obtain further information from Mindanao Development Authority and inspect the Bidding Documents at the address given below during office hours, Monday-Friday, 8:00am to 5:00pm except Holidays.

4. A complete set of Bidding Documents may be acquired by interested Bidders on 18-25 July 2017 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php10,000.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3)] prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

• Applicable experience of the prospective bidders (meaning the consulting firm) and associates in case of a Joint Venture. 40%

• Qualification of principal and key staff of the consultant who may be assigned vis-à-vis extent and complexity of the undertaking. 35%

• Current Workload relative to Capacity 25%

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. 

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 

7. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8. The contract shall be completed within four (4) months

9. The Mindanao Development Authority the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
