General information about the initiative:
Buskerud fylkeskommune c/o BFK Eiendom shall have carried out rehabilitation of the existing school building of approx. 3 750 m2 and erection of a new construction of approx. 4 350 m2 at Ringerike sixth form college in Hønefoss. The new construction shall achieve BREEAM-NOR certification of Very good, and the completed buildings shall satisfy the requirements in TEK 17. The new construction shall achieve energy classification A. An existing building of approx. 1 000 m2 shall be demolished before the new building is erected. The entire construction project shall be completed before the end of 2019. The construction works shall be executed as a turnkey contract according to NS 8407.
Scope of the engineering design assignment:
BFK Eiendom invites tenderers to participate in an open tender competition for detailed preliminary engineering design. The preliminary engineering design phase will start in Autumn 2017, and continue up until the competitive procurement for the turnkey contract in Spring 2018. A complete engineering design group shall be engaged. The group shall consist of an engineering design group leader, architect, BREEAM-NOR AP and other consulting discipline groups.
Prior to the engineering design, studies shall be performed in the use of solid wood, passive house/plus house, energy calculation for upgrading of the existing buildings to energy classification B and deviation list to TEK 17 if needed for a dispensation application. Thereafter the function descriptions shall be prepared with drawings. The function descriptions shall be detailed to such a degree that the project goals are realised, and will limit the detailed description.
The engineering design group shall prepare the necessary detailed drawings and documentation for application on framework permission. The architect will have the role of responsible applicant until the turnkey contractor takes over.
Meeting activity must be expected in regard to case processing in the municipality, construction meetings, site inspections, user meetings and engineering design meetings. In addition, it will be necessary to regularly send revised work documents to the Contractor for review and necessary correction of the material.
The engineering design group shall not be responsible for the competitive procurement of the turnkey contract. Descriptions shall be prepared with numbering according to the building component table and relevant parts in NS 3450 Part II — the Tender Documentation.
The simple building information model (BIM) shall be used, which shall be continue to the turnkey contract and is required to be in the possession of the architect in the preliminary engineering phase.
A rough feasibility study study carried out in 2014 shall be used and further developed by the engineering design group.
The engineering design group shall consist of the following disciplines and roles:
Engineering design group manager (PGL),
Architect (ARK),
Consulting Civil Engineer/Building Physics Engineer (RIB),
Consulting engineer for HVAC and Sanitation (RIV),
Consulting engineer for Electrical and Automation (RIE),
Consulting Geotechnical Engineer (RIG),
Consulting Environmental Engineer (RIM),
Consulting Fire Engineer (RIBR),
BREEAM-NOR Accredited personnel (AP).
Contract:
A contract will be signed in accordance with NS 8401:2010 with a group contract in accordance with NS 8401 point 5.5. Remuneration is calculated in combination of fixed price (studies) and payment according to hours used (engineering design) in accordance with the agreed fee. Fixed prices and hourly rates will not be subject to regulation.
