Jacksons Lane is conducting an OJEU process to appoint a Design Team for a significant Arts Council England-funded Large Capital development starting late 2017. The 1st phase of this work will culminate in the submission of an Arts Council England Stage II Large Capital application at RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013). We then hope for subsequent stages and the entire project should be c. 4 500 000 GBP. The Design Team might be 1 organisation or a consortium with 1 lead organisation, and include (e.g.) architect, structural and quantity surveyors, M&E and acoustics specialists and so on. In addition to developing the project to RIBA stages as above, plans for the remainder of 2017 and 2018 include securing the balance of funding required for the project. If funds are in place, and the Arts Council Stage II application is successful, then the construction phase of the project will start early 2020, with the building re-opening late 2020.

Underpinning the formalised OJEU procurement process is a shared professional commitment across the Jacksons Lane organisation to establishing working relationships with the appointed Design Team that are positive, productive, creative and pragmatic. To support this, the appointed Design Team will work with a Client-side Project Manager throughout the development project. With a team of 27 people FTE) it serves over 200 000 people a year and has a turnover of 1 300 000 GBP. The building currently includes a theatre with audience capacity of 166, 1 large and 4 small studio spaces, some backstage and office space and a foyer/café/bar. The building has not had large scale investment for almost 30 years, and is in real need of improvement to create a financially and environmentally sustainable future, whilst meeting the needs of users and attracting new talent. After a severe storm damaged the neglected fabric, the building requires modernisation to bring its facilities up to date for the 21st century. It is also now running at capacity, with more than 3 800 visitors each week. There is a need for modernised/refurbished creation spaces for the development of new work, which will facilitate a fuller education programme for young people and allow far greater numbers of artists to develop their work and practice within a well-resourced and functional building. In June 2017, Jacksons Lane's application to the ACE's Large Capital Scheme was awarded a Stage One pass and development funding. This allows Jacksons Lane 18 months to develop the project to RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013) & make a Stage Two application. If this is successful, then the full grant of 2 103 920 GBP, less development funding, will be awarded. The initial application was based on a Feasibility Study produced by Citizens Design Bureau which developed an outline scheme to RIBA Stage 1. The tendering process is following the OJEU procedures for a 2-stage Restricted Procedure (in this documentation, ‘RP’) conducted electronically. RP Stage 1 (as we are referring to it) is the first stage of the process. The document you are reading now will be available to all potential Tenderers with access to the OJEU and related journals (plus any other publications or sites deemed appropriate by the Contracting Authority after 13.10.2017). Any of them may submit an RP Stage 1 response in line with the detailed instructions we have provided in the tendering documentation. In effect, this stage is a qualifying stage (like a Pre-Qualification Questionnaire or ‘PQQ’, or a Request for Information or ‘RFI’, or a Request to Participate). Again, the Contracting Authority appreciates the need for a streamlined, digital procedure, but Tenderers will be expected to commit adequate resource to provide full and comprehensive responses within the specified timescale (see below).
