    Aufgabe
Jacksons Lane is conducting an OJEU process to appoint a Design Team for a significant Arts Council England-funded Large Capital development starting late 2017. The 1st phase of this work will culminate in the submission of an Arts Council England Stage II Large Capital application at RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013). We then hope for subsequent stages and the entire project should be c. 4 500 000 GBP. The Design Team might be 1 organisation or a consortium with 1 lead organisation, and include (e.g.) architect, structural and quantity surveyors, M&E and acoustics specialists and so on. In addition to developing the project to RIBA stages as above, plans for the remainder of 2017 and 2018 include securing the balance of funding required for the project. If funds are in place, and the Arts Council Stage II application is successful, then the construction phase of the project will start early 2020, with the building re-opening late 2020.

Full details of our requirements are available for download at https://www.jacksonslane.org.uk/jobs/design-team (Please note you should not attempt to send your completed response to Jacksons Lane [or the website] as indicated on TED but to MTFxZGFkYmJgP3FsbnFrYG1jLWJubA==). Underpinning the formalised OJEU procurement process is a shared professional commitment across the Jacksons Lane organisation to establishing working relationships with the appointed Design Team that are positive, productive, creative and pragmatic. To support this, the appointed Design Team will work with a Client-side Project Manager throughout the development project. The Project Manager will be an experienced design and construction professional with responsibility for representing the Contract Authority and liaison. The appointed Design Team will need to demonstrate that they have the commitment, resource and availability to work to the principal funder's strictly pre-determined project timetable. The Design Team will also need to provide every project output specified by Arts Council England for Round 5 of their Stage II Large Capital Grant scheme. See ACE's downloadable pdf Round 5 Stage 2 Capital Guidance (300517) FINAL.PDF — included as part of the tendering documentation download, especially pages 14 and 24-27. Jacksons Lane is recognised as the UK's leading producer of contemporary circus, principal arts venue for Haringey and a National Portfolio client of ACE. With a team of 27 people FTE) it serves over 200 000 people a year and has a turnover of 1 300 000 GBP. The building currently includes a theatre with audience capacity of 166, 1 large and 4 small studio spaces, some backstage and office space and a foyer/café/bar. The building has not had large scale investment for almost 30 years, and is in real need of improvement to create a financially and environmentally sustainable future, whilst meeting the needs of users and attracting new talent. After a severe storm damaged the neglected fabric, the building requires modernisation to bring its facilities up to date for the 21st century. It is also now running at capacity, with more than 3 800 visitors each week. There is a need for modernised/refurbished creation spaces for the development of new work, which will facilitate a fuller education programme for young people and allow far greater numbers of artists to develop their work and practice within a well-resourced and functional building. In June 2017, Jacksons Lane's application to the ACE's Large Capital Scheme was awarded a Stage One pass and development funding. This allows Jacksons Lane 18 months to develop the project to RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013) & make a Stage Two application. If this is successful, then the full grant of 2 103 920 GBP, less development funding, will be awarded. The initial application was based on a Feasibility Study produced by Citizens Design Bureau which developed an outline scheme to RIBA Stage 1. This can be found on the Jacksons Lane website https://www.jacksonslane.org.uk/blog/bright-future-for-jacksons-lane Please note that the original feasibility study timeline has been replaced by ‘Revised Timeline to 2020 (Draft)’ (available as part of the tendering pack, from our website). The outline construction cost for the whole project is estimated to be in the region of 2 767 000 GBP (total budget in the region of 4 500 000 GBP). At the point of submission of the Stage II application there will be a project break from November 2018 to February 2019, whilst ACE considers the application and makes its decision on further funding. Jacksons Lane intends that this current procurement should result in a contract being awarded to the organisation or consortium who would also be able to continue to the next project stage (if the Stage II application to ACE is successful) without further tendering. A break clause will therefore be in effect for the required waiting period.

The tendering process is following the OJEU procedures for a 2-stage Restricted Procedure (in this documentation, ‘RP’) conducted electronically. RP Stage 1 (as we are referring to it) is the first stage of the process. Please note that you should not send your completed RP Stage 1 electronic document to Jacksons Lane (or its website) as indicated elsewhere on TED, but to our representative Ms Rebecca Morland at MTRuYV5hX19dPG5pa25oXWpgKl9raQ==

The document you are reading now will be available to all potential Tenderers with access to the OJEU and related journals (plus any other publications or sites deemed appropriate by the Contracting Authority after 13.10.2017). Any of them may submit an RP Stage 1 response in line with the detailed instructions we have provided in the tendering documentation. In effect, this stage is a qualifying stage (like a Pre-Qualification Questionnaire or ‘PQQ’, or a Request for Information or ‘RFI’, or a Request to Participate). The requests for information are relatively minimal and highly focused — the Contracting Authority is looking to validate the tendering organisation (or consortium) itself rather than the response, and appreciates the need for a streamlined, digital procedure. The Contracting Authority is seeking a minimum of 5 responses for this stage (with no maximum). The responses will be evaluated against the same criteria. Successful Tenderers will be notified of their invitation to submit a full tender. Unsuccessful Tenderers will be notified, but, because of time constraints, no debriefing is being offered at this stage. RP Stage 2 is the second stage of this process is the same as an invitation to tender (or ‘ITT’). A properly detailed submission will be required from selected Tenderers only. Guidance on completion of the tender will be made available at the same time as the invitation to tender and restricted to those Tenderers who have been shortlisted. Please note that you should not send your completed RP Stage 2 electronic document to Jacksons Lane (or its website) as indicated elsewhere on TED, but to our representative Ms Rebecca Morland at MjEyZllWWVdXVTRmYWNmYFViWCJXY2E=

Again, the Contracting Authority appreciates the need for a streamlined, digital procedure, but Tenderers will be expected to commit adequate resource to provide full and comprehensive responses within the specified timescale (see below). The quality of the electronic responses for this part of the process will be thoroughly evaluated as well as the tendering organisation (or consortium). The responses will be evaluated against the same criteria, and these will be clearly defined as part of the guidance on completion of RP Stage 2. The Contracting Authority is seeking a minimum of 3 responses at this stage (maximum 5). The responses will be evaluated against the same criteria (this will be made clear when Stage 2 is made available to Tenderers). If the Commissioning Authority deems it appropriate, the Tenderers may also be invited to present and discuss their Tenders at Jacksons Lane (the date for this is already fixed at Thursday 7.12.2017. Tenderers are urged to make an early note of this and keep it clear for relevant staff until the end of the previous day. If invited, an inability to attend will be treated as a withdrawal from the tendering process). The successful Tenderer will be notified of contract award. Unsuccessful Tenderers will be notified, and a debrief offered in the following week.
