The Agency for Urban Environment has general professional responsibility for safeguarding of biological diversity in Oslo kommune. The Diversity of Nature Act requires that government decisions that affect natural diversity shall build on scientific knowledge regarding species population, nature types distribution and ecological condition (§ 8). The Agency for Urban Environment operates a separate nature database with associated digital mapping of nature type areas, game areas, areas with foreign plant species, etc. This data is an important foundation to ensure that case processing and political decisions in Oslo kommune occur in line with the Diversity of Nature Act’s requirement of knowledge base. The data is delivered on for incorporation in the Norwegian Environment Agency’s Nature base and for the use of parties.
The objective of the procurement is to improve the professional foundation for safeguarding the biological diversity in Oslo kommune. This is done by mapping and revising the existing mapping / information. The procurement shall also safeguard Bymiljøetaten’s [the Agency for Urban Environment’s] need for mapping in connection with different development projects etc.
There is high demand for new mapping work in Oslo. This concerns i.a. the selected nature type of hollow oak and other large, old trees in the building zone. There is regular need for nature mapping in connection with projects implemented by the Agency for Urban Environment, i.a. Development of roads, foot and bicycle paths, walking tracks and sports installations. Furthermore, there is a significant need for quality assurance/updating of older mapped areas and general updating of the professional content in the Agency for Urban Environment’s nature database.
The procurement scope is approx. 1 000 000 NOK excluding VAT per year (equivalent to 3 000 000 NOK — 4 000 000 NOK excluding VAT over 4 years). The value of the agreement will be subject to annual budgets and political prioritisation. The anticipated value is an estimate and the amount can be both higher and lower. The Agency for Urban Environment has no obligation to purchase as a result of the Agreement, and the call-off will vary as the need during the Agreement period is unknown.
