II.2.4)Description of the procurement:
Newcastle City Council has a requirement to appoint a single provider to work with SMEs to provide energy audits and efficiency advice; temporary energy consumption monitoring equipment and analysis, and grant application support.The Business Energy Efficiency Support (BEES) Project will provide an intensive, energy efficiency support programme for 250 SMEs in the North East.
The project, part-funded by the European Regional Development Fund (subject to final approval), will be delivered over a 3-year period and will be led by Newcastle City Council on behalf of 5 Local Authorities (Gateshead, Newcastle upon Tyne, Northumberland, North Tyneside, and Sunderland).
The initial stage of the project will enable eligible SMEs to undergo a full energy audit, leading to a customised and holistic energy efficiency plan, incorporating measures to reduce energy costs and carbon emissions. There is a further stage where SMEs can apply for a grant (subject to eligibility) in order to part fund the installation of energy efficiency measures. The provider will be expected to support the SME to apply for the grant. Following the submission of the grant applications, the process will be delivered by the local authorities, ARCH (Development company providing business support in Northumberland) and the BEES project team.
